1 | Modern educational standards require students to get a number of general cultural competences. Moreover, the current process of globalization, informatization and computerization makes graduates obtain competences that will meet the requirements of demanding employers. The article addresses the issue of students’ general cultural competences and the possibility of their development while learning a foreign language. Learning a foreign language students not only acquire capability to communicate but develop intellectual, cognitive, creative abilities and readiness to self-study. The article denotes the high potential of students’ self-study in learning a foreign language and development of general cultural competences. The reduction of class hours is compensated by the increase of students’ self-study. While planning students’ self-study instructors its necessary to take into account a set of stages: organization, motivation and evaluation. The special attention is paid to the importance of info-communication technologies in the organization of students’ self-study. They help create more diverse and expanded educational environment. The authors justify their application and determine their functions in the process of learning a foreign language by the students of technical directions. The article offers techniques using info-communication technologies and examples of tasks contributing to the development of students’ general cultural competences, their cognitive and creative activity, ability to self-study, foreign language learning and independence in solving educational and professional tasks. 2 | In the article the aspects of teaching foreign languages to students with the application of distance technologies are considered. The advantages of distance learning are studied, the learning technology and the influence on mastering material are described. The authors justify the thesis that distance learning technologies must be applied together with traditional technologies according to university upgrading, integration and educational tendencies. The article gives the structure of distance learning course for studying foreign languages to students at Surgut State University. The university provides teachers and students with access to Wi-Fi, computer rooms and online libraries. In order to ensure successful learning as well as support for students, teachers of the Foreign Languages Department use digital curriculums, online repositories for teaching materials, tools and a management system for content development and course management. The present article provides an up-to-date evidencebased information of how distance learning has been developed at Surgut State university. In fact, distance learning is built on the organization of individual interaction, which increases the efficiency of teaching and organizing topics. It also describes the monitoring system at the university. As an example, the system is built on the basis of operational student and lecturers feedback, access to the automatic control through testing systems.
