Consent to Personal Data Processing

By submitting his/her personal data the user gives consent on processing his/her personal data (hereinafter – Consent). By registration on the web-site or by submitting his/her personal data in a form of registration application (or another form) provided by the web-site one gives the Consent on personal data processing. The user gives his/her Consent to the processing of his/her personal data by TSPU (TSPU address: Tomsk, 60 Kievskaya Street), the authorized owner of the web-site of SCEINTIFIC MAGAZIN “Pedagogical Review” (npo.tspu.edu.ru), in accordance with the flilowing conditions:

1. This Consent is given to the processing of personal data with and without usage of automation means.
2. The Consent to the processing of personal data is given only with purpose of subscription to “TSPU Bolletin”.
3. The personal data is processed on the grounds of: article 6 of the Federal law №152 «On personal date», other Federal laws and subordinate legislation.
4. The flilowing actions will be dome with personal data during processing: clilection, record, systematization, storing, specification (updating, editing), extraction, usage, depersonalization, blocking, removal, destruction, transmitting, distribution – within the goals mentioned in paragraph 2 of this Consent.
5. Published personal data becomes accessible and available on the corresponding open Internet site.
6. Transmitting of personal data to the third parties is executed on the grounds of the Russian Federation legislation, an agreement with the subject to personal data or with his consent.
7. Personal data is processed until all the necessary procedures are executed. The processing can be also abrupt by the request of the subject to personal data. The storage of personal data in hard-copy form is executed according to the Federal law № 125 «On records in Russian Federation» and other regolatory legal act on records and records storage. Consent may be cancelled by the subject to personal data or by his/her representatives by sending of written application to TSPU of its representative to the address mentioned in the beginning of this Consent.
8. In case of cancellation of personal data processing by the subject to personal data or his/her representative, TSPU has a right to continue processing without user’s consent given grounds stated in paragraphs 2-11, part 1 of article 6, part 2, article 10, part 2, article 11 of the Federal law №152 “On personal data” dared 26.06.2006.
9. This Consent Remains valid up till the end of personal data processing according to the grounds mentioned in paragraph 9 of this document.

The editorial board of the journal in its work is guided by the international community principals of publication ethics, reflected in the recommendations of the Committee on the Ethics of Scientific Publications (Committee On Publication Ethics (COPE), the Code of Ethics of scientific publications), as well as uses the valuable experience of reputable international journals and publishers. Each member of the editorial board, author, reviewer, publisher, as well as organizations involved in the publishing process, must observe ethical standards, rules and regulations and take all reasonable measures to prevent violations (plagiarism, false statement, data fabrication, conflict of interest, etc.). Compliance with these principles is binding, since it helps improve the quality of publications, ensures the rights of authors’ intellectual property, excludes the possibility of unauthorized use of copyright material, supports credibility of the journal from the scientific community and society in general.

1. Publication and authorship: - every publication in the journal will contain a list of references, indication of relevant financial support of the published research; will contain no plagiarism or fraudulent data; will not duplicate research previously published in more than one journal.
2. Author's responsibilities: - authors of the journal publications are obliged to participate in peer review process; publications will indicate all authors significantly contributing to the research, will contain statements that the data in the publication are real and authentic; the authors of the publication are obliged to provide retractions or corrections of mistakes.
3. Peer review / responsibility for the reviewers: - review judgments will be objective; all reviewers will avoid conflicts of interest with respect to the research, or with respect to the authors and/or the research funders; the reviewers will indicate to authors relevant research not cited in the submission; all reviewed articles will be treated confidentially.
4. Editorial responsibilities: - editors and editor in chief share responsibility and authority to reject or accept submissions for publication; editors and editor in chief will avoid conflict of interest with respect to submissions which they reject or accept; editors and editor in chief support and promote publication of correction or retraction when errors are found; editors and editor in chief preserve anonymity of reviewers; editors and editor in chief as well as will make just and unbiased decisions independent of commercial or other interests; editors and editor in chief subscribe to the editorial policies of transparency and honest accountability; editors and editor in chief will secure the integrity of submissions, issuing where necessary corrections and rejections, and making honest effort at persecuting suspicions of unethical research or editorial practices; editors and editor in chief will undertake to prevent unethical behavior of reviewers and editorial board; editors and editor in chief will undertake to critically assess ethical norms of conduct concerning the research on humans and animals; editors and editor in chief, as well as reviewers and authors will seek to adequately inform each other of the expectations.
5. Publishing ethics issues: - editors and editor in chief will monitor/safeguard publishing ethics by editorial board, reviewers, and will maintain the integrity of the academic record, will preclude business needs from compromising intellectual and ethical standards, will be willing to publish corrections, clarifications, retractions and apologies when needed, will prevent publication of plagiarism or fraudulent data.

The editors of the journal generally subscribe and make honest attempts to adhere to the Code of Conduct of COPE (Committee On Publication Ethics (COPE))

Review Procedure: Rules of review of the papers submitted for publication in the academic journal "Pedagogical Review"

1. Manuscripts submitted for publication to the journal are checked for compliance with technical requirements and compliance profile of the magazine. Materials that do not meet these requirements are returned to the authors with explanations about the reasons of refusal to publish. The submitted articles are checked for borrowings via internet service provider "Antiplagiat" (Antiplagiarism).
2. Accepted papers are distributed by category, in accordance with the research area. Information about the accepted articles is posted on the journal’s website.
3. All manuscripts received by the journal are forwarded in accordance with the profile of research for review by the members of the Editorial Board. With the permission of the editor-in-chief or his/her deputies, they forward the article to external reviewers to other Tomsk or Russian universities.
4. Reviews are conducted confidentially. The author of the work has an opportunity to receive the text of the review. After a positive review without comments, the article is accepted for publication and the author is notified about it. If the article is generally assessed positively, but there are some observations, the article along with the comments is sent back to the author for revision.
5. In the event of negative feedback, the author will receive a reasoned refusal. Contact details of the reviewer are not specified and all further communication is made through the editorial office of the journal. The editorial office upon requests of the authors and expert council of the Highest Attestation Board presents reviews of manuscripts. Reviews are kept in the publishing and editorial offices not less than 5 years.
6. Brief messages, letters to the editor, reviews, discussion papers, personal information, etc. pass only the primary expertise of the editorial board in accordance with the directions of scientific and external reviews and they are not forwarded to external reviews.
