1 | The article presents the results of designing a draft of a basic education program aligned with major 44.03.04 Professional education (in different fields) (bachelor’s degree) with the purpose of training teachers for the professional education system, taking into account the requirements of the professional standard applicable to a teacher in this field. The authors analyze outcomes of the work carried out in the interaction of scientists and teachers of a pedagogical university and specialists from the executive bodies of the public administration and regional professionals training organizations in the process of designing a new educational product. The academic practice under discussion has been implemented through the usage of a range of academic methods: methods of theoretical analysis, the focus group research method, the expert method, survey (interviewing), educational design. Prospects of realizing the presented results of project activities in the educational process at Tomsk State Pedagogical University are described, and their importance for the social and economic development of the region in the context of training for the professional education system. 2 | The results of a scientific and pedagogical analysis of the current state of non-formal education as an andragogical practice are presented. The features of the informal professional community activities in the context of using its opportunities for the teachers’ professional development are shown. Scientifically based ideas about the typology of informal professional communities, the patterns of their functioning are given. The expediency of integrating the practices of non-formal teachers’ education and their master’s training is substantiated. The methods of such integration at the target and organizational-methodological levels are indicated. The experience of Tomsk State Pedagogical University FSBEI HE (TSPU) on the design of modular basic educational programs for master’s training in pedagogical orientation on the basis of FSES HE 3 ++ is summarized through the combination of state educational standards and professional standards. An expert author’s vision of ways to realize the educational potential of the interaction of subjects included in the practice of non-formal teachers’ professional communities, graduate students and the teaching community of the pedagogical university is proposed. The results of research as well as scientific and methodological work of TSPU specialists on updating approaches to the construction of the content and organizational-activity formats of master’s training are indicated. 3 | The article discusses modern trends in Russia’s secondary vocational education (SPE) system development. Features of SPE in the Tomsk Region and strategic objectives of its transformation as opposed to their relationship with the priorities of the region’s socioeconomic advancement are outlined. An expert-theoretical justification of the expediency in using the cluster approach for the SPE regional system development is presented. Necessity and productivity in the SPE regional system change management by means of cluster policy are argued. A project vision of Tomsk Region’s SPO new infrastructure design in the logic of cluster policy is proposed. Basic characteristics of the clusters’ two types are educational and educational-industrial; scientifically substantiated hypotheses on the regularities of their effective functioning are proved. Project proposals reflecting organizational and pedagogical mechanisms of SPE practice integration and continuous professionalization of the current economy’s real sector personnel in a cluster format are substantiated. Paths of such integration are outlined. The authors’ expert vision of conditions for implementing educational potential in the interaction between the subjects included in the cluster-branch communities is offered. The current practical experience reflecting the design of changes in the SPO development management on the basis of cluster approach in the Tomsk Region is generalized. Socio-economic and educational prospects of cluster-network interaction in the SPO regional practice for solving urgent and prospective problems of its development at the regional level are predicted. Materials of the article are based on the results of educational design and prepared using research methods of theoretical analysis, survey, and the expert method.
