1 | Socio-economic development of Russia in the next decade is associated with labor market demand for skilled workers and mid-level professionals who have professional competence. The task of preparation of cadres is put before professional educational community in secondary vocational education. Modern Russian business in the production of clothing and articles of textile materials reveals a significant shortage of skilled workers and demonstrates the high level of interest in their preparation. Multilevel system of Russian professional education is in the process of modernization, so the development and establishment of the educational process is considered in terms of implementation and realization of the federal state educational standards of secondary vocational education based on the competence. Competence approach to the programs of vocational training of students in secondary vocational education allows to respond quickly to the emergence of new professions and qualifications in demand, introduce new educational modules concerning the development of modern service and design technologies, providing anticipatory vocational education. To address this challenge were identified the opportunities for effective professional development of the future designer in the educational process of Modern College. On the example of Tomsk college of design and service identifies the problems of continuity of general and vocational education in the context of psychological and pedagogical diagnostics of contingent of students, considers the possibility of the effective implementation of modular training of students majoring 072501 «Design» and the creation of pedagogical conditions for motivating students to design and creative design activity and the formation of professional competence of the future specialist. 2 | The article substantiates the need to use the capabilities of university training to form the professional competencies of future vocational education teachers in order to create highquality human resources for the modernization of technological processes, the promotion and implementation of new promising technologies and the provision of services customization in the process of transition to the digital economy model of the future of Russia. The role of educational organizations in the process of implementing the requirements of federal state educational 3 ++ standards to the quality of training of qualified personnel in accordance with the requirements of employers indicated in professional standards is revealed. The content of the undergraduate programs presented in the main educational program is considered in the direction of preparation 44.03.04 Vocational training (by industry), focus (profile): Decorative and applied art and design of mandatory professional competencies formed on the basis of professional standards, analysis of requirements for graduates in the labor market, consultations with leading employers. Indicators of achievement of compulsory professional competencies of graduates are established, the possibilities of their achievement are examined by the examples of the organization of educational research work of students studying at the Faculty of Technology and Entrepreneurship of TSPU in the areas of professional activity: design (costume, interior, art objects), manufacture of clothing, decorative and applied art (art crafts of Siberia, the modern directions of arts and crafts in the manufacture of household items and souvenirs), beauty industry (hairdressing, makeup techniques, nail design, etc.), image making, stylistics. The feasibility of training vocational education teachers for emerging service clusters in the economy of the Tomsk Region is substantiated, taking into account the prognostic needs in the context of post-industrial transformations. 4 | In the context of the ongoing global geopolitical transformations, the training of qualified personnel for industries developing and rebuilding in accordance with the new technological order and the needs of the digital Russian economy is of particular importance. In this regard, it is of particular importance to attract young personnel to the vocational education system and create conditions for the formation of human resources already at the stages of basic general and secondary general education. To solve the problem of the existing personnel shortage, the Federal project «Professionalism» has been developed, one of the goals of which is to popularize and increase the prestige of working professions, including through cooperation between organizations of the secondary vocational education system and students of general education organizations. Ensuring the effectiveness of such cooperation presupposes the presence of a trained teacher mentor and a developed program of pre-professional training for schoolchildren in a sought-after profession. An example of such cooperation is the implementation of the program of preprofessional training of schoolchildren in the professional direction of «Forest Management and reforestation Engineering». The implementation of early professional orientation of schoolchildren in the form of pre-professional training provides not only information about the nomenclature of modern and in-demand professions on the labor market, but also makes it possible to carry out professional tests in promising professions and specialties of regional economic sectors. The potential of the opportunities provided by the platform of the federal project «Ticket to the future» within the framework of the project «Success of every child» of the Passport of the national project «Education» in terms of the development and implementation of the program of early professional orientation of schoolchildren of grades 6-11 of secondary school in the competence «Forest management and reforestation Engineering» is investigated. 5 | The issues of qualitative changes in the content of the educational subject «Labor (technology)» are considered in the context of the requirements of the updated FGOS basic general education for the results of mastering the basic educational program at the level of basic general education. The factors that influenced the change in the content of the subject area «Technology» and the educational subject «Labor (technology)» are considered. The format of the modular structure of the educational subject «Labor (technology)» proposed by the Federal Work Program and the educational trajectories of its implementation are being investigated. Based on the data obtained, the pedagogical conditions for students to achieve meta-subject and subject learning outcomes in the academic subject «Labor (technology)» (contextuality of learning; organization of active design and research activities of students; creation of conditions that initiate independent cognitive activity of schoolchildren) are revealed; features of teacher training for the implementation of the requirements of the Federal State Educational Standard of basic general education and FRP on the academic subject «Labor (technology)» (the ability to define and formulate cognitive universal educational actions in the context of the subject content; the ability to concretize the subject results for each module and level from 5th to 9th grade). Based on the analysis of the updated content of the subject area «Technology», the actual professional deficits of the teacher for the implementation of the requirements of the Federal State Educational Standard of basic general education and FRP for the academic subject «Labor (technology)»: the ability to develop and implement the content of variable modules that form an integrated picture of scientific and technological knowledge among schoolchildren; «universal» teacher competencies that form students functional and technological literacy, design and creative thinking skills, the ability to focus students’ attention on learning the latest technologies and professions; the teacher has interdisciplinary knowledge, skills to work with modern technological equipment, the formation of ICT and IT competencies; the ability to use digital didactics, immersive learning tools in the process of technological training and adaptation of these digital tools to the conditions of specialized subject technological training.
