1 | In the conditions of market economy an indispensable condition for the effectiveness of any individual is the level of economic culture, which includes the formation of economic thinking and financial literacy, which should be formed within the educational space of the school from primary level until graduation, providing a systematic approach in developing the necessary economic competence. A systematic approach in teaching Economics at school requires a significant change in the educational program of the school, parents’ understanding and readiness of all public institutions to obtain an effective result. To date, the problem of economic insolvency of the population, which is associated with a low level of economic and financial literacy acquires the position of a certain level of economic security of the state. Analysis of public authorities of the situation led to understanding of the organization universal “literacy” to reduce the level of economic and financial literacy. The main purpose of the educational process in Economics at school is the process of forming an economically competent person capable of forming their understanding of financial products, concepts and risks and through information, training to develop their skills and raise awareness of financial risks and opportunities to make informed choices about financial products and services, to take other effective measures to improve their financial situation. 2 | In the conditions of market economy, the formation of the necessary economic and financial competencies should be formed during the schooling period, with special attention to methods of teaching Economics, which should include both theoretical bases with the use of traditional teaching methods and, of course, practical tasks formed with the use of Bloom’s taxonomy, which is based on step-by-step training and formation of knowledge and skills in teaching Economics at school. An important element in such training is the use of elements of problem training, where the main result of training is the formation of certain economic competencies and increasing the level of independence in decision-making, forcing the learner to collect additional data, analyze, draw conclusions, be able to argue and prove the correctness of his judgments. In essence, the use of such methods of teaching allows to significantly increase the financial and economic literacy of the student, forming not only specific knowledge, but in general developing the outlook and properly forming a person’s worldview. The proposed sample assignments, formed under the theme Public Finance clearly demonstrate the taxonomy strategy for strengthening knowledge and skills, forming them in a gradual deepening and expansion of this topic, bringing the student to the creative finale, suggesting to speculate on the need for a budget in principle and the possibilities for changing the tax load in particular. These tasks are intended for students who have already fully formed their opinions, who have their own opinions and views on this topic, and therefore the goal of the teacher at this stage can be considered achieved. 3 | Formation of economic competencies is the most important factor in the educational process in the specialty of “Economics”, profile “Finance and Credit”. The article discusses the problems of building competence in the collection and analysis of baseline data necessary for calculating economic and socio-economic indicators, which is associated with the lack of correlation between theoretical and practical blocks, as well as the effect of social stereotypes in society that determine the attitude to the economy as a science, which develops in a different plane than real life. We consider it necessary to use a systematic approach to the formation of the aforementioned competencies in the educational process, based on the progressive formation of knowledge that allows developing skills and forming skills brought to automatism. The given examples of tasks are actually used in the framework of teaching the discipline “Banking” in order to form economic competencies. The practical orientation of the tasks forms the ability to navigate in the economic situation and make decisions aimed at increasing income. In the recommendations on the organization of the educational process, emphasis is placed on the constant updating of information and economic indicators, since it is precisely during training in economic specialties that the relevance of information allows quite often to correlate your conclusions and arguments on the situation in the country, economic and banking sectors. 4 | The article considers the issue of implementing a national project that is of enormous importance for the state and for every person, as it is associated with the formation of human capital in the new reality of modern development of society, where the most important competencies are the ability to think unconventionally and creatively, the ability to logically build a chain of reasoned evidence, the ability to work in a team and hear the opinions of others and analyze them. The project covers almost all aspects of the educational process, but has undergone changes that, from our point of view, are not optimal, since one of the projects within the overall project is the most important, since it directly concerns the closest environment of the student-this is a teacher who, from our point of view, is the basis of the educational process and should have a separate project with clear and adequate goals, tasks and financial assessment of the teacher’s work The most important unsolved problem remains the problem of further maintenance, repair, and updating of equipment, which should now fit into the framework of the municipal task, which is quite difficult to do with the current algorithm for generating tasks. We consider it necessary to ensure the paradigm of the teacher’s place and role in the educational process as a basic element of the education system, an indispensable factor in the formation of human capital for the development of the economy as a whole.
