351 | The author considers the issue of the implementation of the continuity of preschool and primary education. Continuity is understood as the interaction between different levels of education. This interaction provides the development of children, enriching their knowledge and experience. It is based on taking into account the specifics of age, the leading type of activity, on the use of appropriate, effective for each situation means, methods, forms of pedagogical activity. The continuity of methods and means is aimed at establishing a smooth phased formation of the child’s learning activities and moving him from one educational level to another. The author analyzes the standards of preschool and primary general education from the perspective of the implementation of continuity. The analysis showed similarities in goals, in a theoretical and methodological basis (system-activity approach), in the structure, which allows us to determine the consistency of the content and methods of its implementation at the levels of preschool and primary education. An important mechanism of continuity is the search for cross-cutting, that is, relevant for different levels of education, technologies and methods. This requirement meets the project, which the author presents as an integrative activity, combining game, research, creative activities. The researcher presents the special results of the implementation of project activities in each age group and their relationship. 352 | The needs of the developing economy, its interest to maintain the most successful Russian schools of science, to provide it’s continuity by educating the new generation of researchers ground the necessity to involve the educational institutions teachers and students into fundamental research. The research competency developed in students characterizes their subjectivity and their need for the continuous cognition. The development of the competency requires teaching the students the ways of self-dependent obtaining and processing of scientific information in the self-dependent research practice – within the framework of the competency-based approach. The research competency includes: theoretical knowledge of research methods, the ways of systematic processing of the empirical data, the ability to formulate conclusions and to present research results, the ability to use the knowledge in a particular research. The research competency also includes a complex of a researcher’s personal qualities. The research competency is an integrated personal quality of the subject of learning (the learner). The quality finds its expression through the subject’s capability and ability for self-dependent obtaining of the new knowledge by transferring the meaning context of the subject’s activity from functional to the transformative one. The definition provided may serve as a basis for the choice of the strategy of the development of the research competency of the future teacher in Technology. The competency is to include: the acquirement of the specialized knowledge on performing the research activity, methods of obtaining scientific knowledge; the development and adoption of the value ideals and qualities by the subject, which promote the subject’s ability to go beyond the existing level of the system of the subject’s knowledge of oneself and the world; the acquirement of the practical experience of the use of the research activity in the pedagogical work. The content of the educational field “Crafts” determines the content of the Crafts teacher training. It implies that the teacher of Crafts is to be able to give economical, ecological, technological education and to provide informational support for it; to teach the inventive problem solving; to develop the students’ skills in design, etc. The main document that regulates the process is the work program, which is to be developed by the Crafts teacher. The program is to reflect the students’ projected understanding: of the production, realization and consumption of the material values; of the culture of labor and household life; of the necessity and special aspects of the citizen’s professional self-determination; to form the non-verbal sphere of the human. For the development of such program, its implementation and further correction the teacher is to possess a wide range of the research competencies. 353 | The culture of preschooler safe vital activity preserves his life, physical and mental health, provides a harmonious interaction with the outside world. In order to form the culture of safe vital activity of the preschool child a variety of games is used: role-playing, theater games, teaching, sports. During “games-interactions” children learn to communicate, interact with each other and the world around them. 355 | The article is devoted to the topic of some regulatory difficulties in the process of teaching oral Russian speech in Iranian universities. The article deals with the teaching of Russian oral speech in terms of teching methods and organization of the educational process. Then we are talking about effective means, methods of teaching and, in general, some solutions are given to the lack of training of Russian oral speech in language universities. Increasing the speech culture of foreign students is recognized by all as one of the most important, urgent tasks that the teacher faces. Of great importance is the work on the correctness of oral speech, its conformity to the language norms at different levels. Based on the words of G. Palmer and B. V. Belyaev, we speak about the importance of oral speech in the process of teaching foreign languages: “Language should be mastered by oral communication. Live languages should be learned through live speech. 356 | Currently, the personality of each serviceman plays an important role in the development of a military specialty. The article examines the personality of a serviceman from the psychological point of view through the essence of the main mental properties, which include: focus, temperament, character and abilities. The article considers the strong-willed and emotional qualities of the personality, positive and negative habits, the military-professional education of the soldier, which is reflected in his discipline, which are important for a serviceman. The concept of «professionalism» is disclosed as the level of mastering a professional activity that meets the existing standards and objective requirements in the world. The dependence of the success of service and combat activities of servicemen on their professionalism has been determined. The article describes the structure of militaryprofessional competence, the realization of which by each serviceman contributes to the disclosure of their creative potential in favor of military activity, motivates them to successfully perform service-combat tasks. The article presents the results of the analysis to study the level of readiness to perform service and combat missions by various categories of servicemen. The data obtained indicate a high degree of readiness of the officers who took part in the experiment to perform service and combat missions. Contract servicemen and cadets who took part in the experiment showed a level of readiness to perform service and combat missions that did not go beyond the average values. The result of the experiment confirms that its participants have the necessary professional and personal qualities that contribute to the successful fulfillment of the assigned service and combat missions. The readiness indicators of contract servicemen and cadets who took part in the study push us to look for ways to increase the efficiency of servicemen’s performance of service and combat tasks in their daily activities. 357 | Synergetic approach in pedagogy allows us to consider development of teacher’s competence as a self-organization process of complex structure. At the same time it becomes possible to use synergetic modeling and to find new approaches to the organization of teacher’s self-education and self-development, to give it humanistic traits – subjectivity, activity, consideration of individual needs. Synergetic modeling has several advantages. It allows to consider complex self-organizing systems, such as social groups, complex personality structure. Synergetic approach allows us to consider the social system using the principles developed in synergy: homeostasis, hierarchical, non-linearity, openness, instability, dynamic hierarchy, observability. Synergistic approach used in management, replacing technocratic management, gives possibilities of a soft impact on self-development of teachers through environmental management options. 358 | The paper presents the results of the research of the needs and attitudes of students of the Physics and Mathematics Department of the Tomsk State Pedagogical University to supplementary educational practices, interrelation of the students’ personal interests and the practices; the attitude of students to mentorship in their educational and professional activities. The paper presents the results of a questionnaire survey of the graduates of the faculty (bachelors and masters). In the context of the considered issues, the paper presents the studies of the quality and extent of the opportunities provided by the university to the students in mastering various pedagogical activities in practice and to interact with mentors. The author researches: how students are informed about such opportunities and how they use them; the character of interaction of students with professional communities and mentors; the correlation of the students’ personal interests and values with the education they receive, the issues of the students’ personal influence on their own development trajectories. Dwelling on the results of the survey the high level of personal meaning of the supplementary educational practices for the students was identified. The spectrum of the supplementary educational practices, performed by the students during their study at the university is wide, and the students’ satisfaction with such practices is quite high. Presumably this can be caused by the character of the faculty’s educational process organization with its focus on practical activities, mentoring and integration of education with professional communities, as well as by the personal needs of students. 359 | Training education specialists working on digital educational platforms is highly relevant and approved not only in educational system, but also within the country’s economic system, where digitalization is one of the leading priorities. The level of research of challenges, that such training courses are facing, is obviously low. Hence, the article aims to develop training techniques in line with regulatory and organizational potential of modern Russian education. Given proposals are subject to an integrated model being developed on the basis of the existing experience of schools in the Tomsk region. Best practices of the domestic education have been considered at the same time. For example, an integrated nature of the model was provided by a set of requirements for the workers selection, their personal and professional characteristics, prerequisites for regulatory standards of their employment, organization charts, and system of their refresher training. The given model takes into maximum consideration conditions and development prospects of the regional labor market. Hence, its practical implementation can have a positive impact on the economy of the region over the system of local education. Results of the research include some proposals that provide a model for training of such specialists. As a conclusion, this model can be implemented in educational process of each school without any discrepancy with the existing regulations. The importance of the research results was approved by its use in the advanced education for teachers and within the activities of the Tomsk region schools. Concepts of differentiation and individualization are revealed. The grounds of differentiation and individualization for the organization of educational activities in the preschool educational institutions are determined. 362 | The paper covers the questions of certification or attestation of teachers carrying out educational activities in their organizations. As attestation of teaching staff is one of the way to improve teaching professional competency, therefore, the preparation of a teacher for certification procedure is of great importance nowadays as the Ministry of Education and Science of the Russian Federation approved the new Attestation Procedure in 2014. The authors present Tomsk regional model of attestation, which consists of three structural units comprising organizational target, organizational methodology, and reflexive-evaluation. Each unit of the attestation model presents organizational and methodical possibilities for teachers to professionally enhance, and allows establishing the training system for teachers’ certification procedure. The attestation model is based on the ideas listed below: • concepts of continuous professional pedagogical education (V. G. Vorontsov, V. A. Slastenin, D. Rogers, etc.), which makes possible to stimulate purposefully and increase the level of teaching staff qualification; • andragogy as a conceptual basis for adult education (A. A. Derkach, A. A. Bodalev, N. V. Kuzmina, B. G. Ananiev, and etc.); • professional and personal development of the teacher (E. F. Zeher, V. A. Kan-Kalik, M. P. Palyanov, and others); • modern theory and selfeducation, self-development, self-fulfillment technologies (A. Y. Aizenberg, B. G. Ananiev, and etc.). The attestation model takes into account Tomsk regional specifications and features, the latter allow dealing with all the elements of the attestation procedure in a complex, thus meeting the regulatory requirements presented at the Russian Federation level. 363 | Socio-economic development of Russia in the next decade is associated with labor market demand for skilled workers and mid-level professionals who have professional competence. The task of preparation of cadres is put before professional educational community in secondary vocational education. Modern Russian business in the production of clothing and articles of textile materials reveals a significant shortage of skilled workers and demonstrates the high level of interest in their preparation. Multilevel system of Russian professional education is in the process of modernization, so the development and establishment of the educational process is considered in terms of implementation and realization of the federal state educational standards of secondary vocational education based on the competence. 364 | The article is devoted to analytical survey of monographic studies made by the teachers of Tomsk State Pedagogical University on the problems of historical development of historical development of general and additional education in the central Russia and Siberia territories. 365 | The article presents the results of the research conducted by the author in Tomsk State University (Russia). The work draws upon the concept of the Iconic Turn and its potential for educational communication development. Contemporary education has to be sensitive to Iconic Turn consequences and to modify its educational environment via means of visual mediation. Our research aims at deconstructing the existing system of background knowledge and convictions as the basis of self- and the word-around-us description. Such deconstruction which will result in more critical perception of the reality within and around an individual is to be conducted by ‘forced slowdown’ of behavioral automatic mechanisms created by traditional educational practices. The research is conducted within microethnographic approach which focuses upon ‘what is happening right here and right now’ in the space of inter-communication. The author conducted several educational events with the use of a visual stimulus as an agent of destructive educational mediation. The experiment outcomes provoke discussion about the gaps in educational communication emerging when visual stimulus is presented to student audience in a class. The article describes the experiment set in Tomsk State University at deconstructing the existing system of background knowledge and convictions as the basis of self- and the wordaround- us description. During the experiment the organizers carried out the ‘forced slowdown’ of nominative and interpretive processes. The aim of such strategy was to create a ‘conflict situation’ in which the gap between the stimulus itself and the pre-created perception of that stimulus has been observed. The research has resulted in two main conclusions. First, students face difficulties in expressing themselves in communication as they base their utterances on the logic of the textual mode while they deal with an artifact of the visual mode. Second, students’ communicative strategies depend not on the content of a visual stimulus but mostly on its ‘perception’. Thus, future advancement of the existing educational practices is tightly connected with the new visual mode implementation. 366 | Implementing the competency-based approach in the education system in the current time is a step forward, it is an opportunity to see in a different way the structure of teaching and the target of the educational process. However, there is the problem of rejection of accepting the approach of competencies by the teaching community. In the opinion of the authors, among the many reasons that lead to inhibition of the introduction of the competence- based approach in real education structure, as more influence we can indicate the following: first, the lack of methods to determine the extent of competence training; second, the absence of a recognized methodology for interpreting the assessment of competence. In this work, we propose a model of the evaluation of a newly trained specialist of pedagogic courses, as the basis in the evaluation was used the quantitative methodology of competencies. The approach consists of several steps: establishing a set of competences, grouping competencies into blocks, quantitative assessment of the degree of competency formation, joint construction of “portraits”, analysis and interpretation of research results. The “indicator” method developed earlier by one of the authors has been applied to calculation of the level of formation of competences in the adapted look. The results of the approval of this model were made on the basis of the tests applied on Russian and Brazilian students. 367 | This model is based on scientific approaches to studying the formation, development of personality and abilities as professionally significant personal qualities of the future specialist: activity, personality-oriented and competence approaches. It is constructed from logical and sequentially functioning blocks: the social order, the conceptual, the target, the substantive, the organizational-activity and the evaluation-resultant blocks. The social order reflects the needs of society and the state, the needs and individual characteristics of students, as well as the professionalism of teachers. The conceptual block acts as the theoretical and methodological basis for the formation of common competences and determines the content of all other blocks of the developed model. The target block of the model for the formation of general competences includes the goal, the tasks of this process, based on the observance of didactic principles. Since personality traits are characterized by motivational, cognitive and activity components linked logically, thus forming a system and reflecting in the process the formation of common competences, these components were singled out by the authors in the content block. The organizational-activity block of the presented model provides selection of means, methods, forms of organization of educational activities for the formation of common competencies in the process of teaching mathematical and natural science disciplines. The appraisal-productive block of the model for the formation of general competencies determines the effectiveness of the formation of general competencies that depends on concrete results, which are based on certain criteria, indicators and levels of the formation of common competences. 369 | This paper presents theoretical approaches to the design of scientific and methodological support of the process of advanced teacher training in modern conditions of setting educational goals in the form of student’s competency characteristics. The specificity of the modern educational situation has been characterized, manifesting in developing of a new terminological space, a need for pedagogical forecasting of the entire image of a school graduate, the forming of both his vertical processes (among different levels of the educational system), horizontal ones (a territorial level and an interethnic one as well) and inter-subject coordination. It is argued that the new international approach to the educational systems management, corresponding to the specifics of a post-industrial society, is a new challenge for the teacher’s professionalism. The analysis of the regulatory requirements for teacher skills on the basis of the Federal Law «On Education in the Russian Federation», Federal state educational standards of basic general education and the qualification characteristics of a teacher position is given. It is alleged that an important condition for maintaining professionalism is the scientific and methodological support of the process of advanced training. The negative consequences of the lack of such support are being predicted, the problems identified during the course preparation of teachers of Primorsky Krai have been detected. A research problem statement has been determined as a defining approach to the design of the pedagogical conditions for the development of teacher professionalism. It is argued that the problem of the teacher’s readiness to work in circumstances of regulatory certainty of educational goals, expressed in the student’s competence characteristics, is a particular case of contradiction between a normative direction of the activity and individual nature of its implementation. The research problem arises from the contradiction between the presence of the pedagogical potential of ethnoculture and the insufficient development of educational programs aimed at the formation of ethnocultural competence of students of creative specialties. The purpose of the study is to identify the features of the organization of the pedagogical process in accordance with the principle of cultural conformity, to develop and test in practice an educational program aimed at forming the ethnocultural competence of students of creative specialties: future artists, designers. A theoretical analysis of the literature made it possible to clarify the concept of ethnocultural competence, to identify three levels of ethnocultural competence as an integral characteristic of a person. Empirical research methods (studying the products of students’ activities, a pedagogical experiment) were used during the testing of a program aimed at the formation of ethnocultural competence. The content of the program is based on the motives and language of ethnoculture, and the implementation of the program takes into account three levels of ethnocultural competence: axiological, active, creative, and also consists of three stages. Simultaneously with studying the basics of composition, students in theory and practice get acquainted with the symbols of Kulai culture in order to comprehend the language of visual images. As a result of mastering the first stage of the program, a value attitude to ethnoculture is formed (axiological level of ethnocompetence). The second stage is distinguished by artistic and practical activities with immersion in ethnic culture, interpretation of motives and language of ethnic culture. The third stage is the creative stage of acquiring the individual author’s style of an artist, designer working in ethno-cultural traditions. The processes of globalization contribute to a revival of interest in native culture, in ethnic culture. Today, the necessity and relevance of using educational potential of ethnic culture is obvious. In this regard, the development of educational programs aimed at the formation of ethnocultural competence of students of creative specialties is of great importance. With the successful development of the program, students have the opportunity to reach the creative level of performing author’s graphic compositions and design projects. 381 | The choice of education program, matching of education to the interests of the senior pupils creates the foundation for a successful professional identity in the future. However, indepth study of the profile of specific disciplines in practice leads to disharmonious development of interpersonal relationships between senior pupils. In the study of interpersonal relations of senior pupils took part 59 pupils of 9th grades (15–16 years old) in sociohumanitarian, natural science, physics and mathematics profiles of education. Compiled socio-psychological reliefs classes, sociogram, the analysis of significant differences in Student’s t-test revealed significant differences in the nature of the relationship between senior pupils with different learning profiles. “Humanitarians” show the highest level of team development and desire to communicate with each other, senior pupils of natural science profile show the average level of relations development – formal relations, senior “mathematics” pupils do not seek personal communication, and prefer only business contacts. A similar structure of interpersonal relations have natural science and socio-humanitarian groups, both have the structure of the team, while physical-mathematical profile forms large individuality in interpersonal pupils’ contacts. The results indicate that we observe a trend to limiting of self-conception, interests, values correlating only with the scope of professional activity, which is a factor of disharmonization of interpersonal relations, and professional identification performs an inhibitory function towards other abilities and interests. The effective implementation of objectives of the learning profiles is necessary to carry out the work aimed at mitigating negative effects and enhancing positive ones. You need to define the priorities of harmonious relations in classes of different profiles of learning: a resource for socio-humanitarian class can be considered conditions for the development of effective communication included in activities with clear targets, which will decrease the risk of false identification of the profession as «communication»; for the class of natural sciences it is necessary to expand the content of the communication, which will reduce the effect of formal relations; for the class of physics and mathematics it is necessary to create situations where interaction is not related to necessary activities, and to show them the joy of meetings and the value of communication with others, developing personal resources and potential. Psychological approaches are presented, the subject of which is the study of various aspects of maturity of the personality, including psychological maturity There is no single unambiguous definition. In order to experientially study the psychological maturity of the personality, to find ways of its development and formation, it is necessary to possess terminology, to be able to differentiate the qualities of the mature personality, to relate them to the stages of development, understand the directions of further development of psychologically mature personality. Scientific ideas about psychological maturity of identity from the positions of domestic and foreign authors have been updated. This article contains an overview of the historical development of these forms and fragments from a survey of experts. Gives theoretical and practical recommendations concerning preparation of children’s conferences, organization and holding of these sections. Provides the results of the analysis of the history and status of children’s scientific conferences in relation to the author’s own practical experience in advising children’s section of scientific and practical conference. The study found that the efficiency of conferences in the field of vocational guidance is connected with the need to improve the quality of reporting, strict observance of regulations and providing an obligatory reflection. The instructions on how to resolve these problems make the material useful for teachers conducting children’s scientific conferences. 397 | The article considers an issue of resource provision of university educational disciplines for successful functioning of Russian educational services in the international market. An important component of the innovative strategy that can help considerably reduce a degree of difficulties connected with teaching English-speaking students in Russian medical universities is compiling special textbooks and study guidances, aimed at work with this target group. The analysis of the problem and a special study conducted in Irkutsk State Medical University suggest that a system of models for compiling educational editions of different types should be used. The main idea is that authors should structure such pieces of writing within a certain pattern, so that they could have a better educational and methodical value. The problem of correlation of the Russian and English languages in such editions is essential and inevitable in this respect. It strongly correlates with inclusion of the practical course of medicinal subjects in the Russian-speaking environment, as well as with an ability, readiness and willingness of students to receive educational material in Russian. In order to see the point more clearly, a structural and substantial model of one of such editions appears at the end of the article. This is a pattern of a lecture course on a university discipline. 398 | The article considers the solving of one of the most urgent problems of Russian education modernization: the development of school students’ speech culture as the basis for their mastering of communication competencies. The paper highlights the importance of its solving for the growth of the human’s level of mental development and general culture. The article presents the authors view of the phenomena of communicative competency, speech culture, their interconnection and reciprocal influence. The author makes a point that the focused development of communicative competency and speech culture involves the selection of appropriate methods and aids of education, and that for communicative acts creation a set of algorithms can be used. He provides the analysis of the ways of the development of such phenomena at the general education school. Considers the special potentialities for the development of communicative competencies and speech culture in process of studying the Russian language and literature both in class and in extracurricular activities. The author offers an approach, according to which communicative competences and speech culture development is closely linked to the use of the latest technical devices and information and communication technologies in the open Internet space. These tools are divided into groups according to the complexity of their use: visualiza tion tools, lesson support tools, means of using computer programs in education, revising previously studied material, choosing a theme for creative work, monitoring knowledge, etc. The approach makes it possible to provide the efficient development of the students’ communicative competencies in conducting an interactive dialogue with the computer, other student and the teacher. The paper presents a Russian language and literature teacher’s generalized experience in students’ speech culture development with the use of traditional and relatively new forms and methods. 399 | The importance of identifying spiritual foundations of interaction between a family and a school in the reality of value-based pluralism in contemporary society is explained. The growing demand on education among parents to provide proper upbringing is emphasized, as well as their desire to communicate with the teachers. The research is based on the existential approach that makes it possible to describe interaction between a family and a school in the unity of their co-existence. The research results revealed the following spiritual existential units of interaction between a family and a school: love, freedom and responsibility and spiritual unity and cooperation. Interaction between a family and a school may be treated as a social unity based on love, the goal of which is to develop communicative skills and individual features necessary in social interaction. Such interaction requires understanding of the value of freedom and responsibility in continuous education by both parents and teachers. It will stimulate self-cognition, self-development and self-identification that contribute to the skills of independent choice and form the ability to bear responsibility for the choice. The relations between a family and a school are characterized by spiritual unity, in other words it is an inner link based on the feelings of love, respect and solidarity. A school in this case provides a “meeting” between adults and children that allows revealing the values and spirit of different generations. The following conclusion about interaction between a family and a school is made: it is a creative process of finding the meaning of teaching by both pedagogues and parents, where the modus of their co-existence is based on responsibility for the crucial period in children’s lives and for the process and result of their personalities shaping. Relations between teachers and parents are based on the role of common values: love in the form of acceptance of the child and his/her unique features, his/ her importance and individuality developed during social communication; freedom and responsibility via comprehension of educational situation, and spiritual unity and cooperation as togetherness based on similarity of fate, unselfishness and universality of “the good” as regulators of interaction. 400 | The purpose of the article is a description of the general framework for the ontology of education in the era of digital nomadism. This framework is based on the specific features of digital nomadism as a socio-cultural phenomenon and the ontology of the network society. The article describes the milestones in the history of the “new nomadism” from the 1960s to the present, with a focus on the research of M. McLuhan, G. Deleuze, F. Guattari, J. Attali, T. Makimoto, D. Manners, W. J. Mitchell, J.W. Moravec et al, S. Lusmägi. The paper presents the factors that preconditioned occurrence, development, and globalization of a new type of nomadism, essential characteristics of new nomads, and their classification: digital (or electronic), knowledge nomads (knowmads), and students as nomads. The paper contains examples of the existing practice of nomadic education and proposes its prospects. The general principles, methods, and formats of “nomadic” education have been determined. They reflect the ontology of the network digital society and the world-view attitudes and lifestyle of new nomads. The presented model does not pretend to be the full representation of the ontology of “nomadic” education but sets a certain reflection vector necessary for understanding this phenomenon.
