Necessity of integration of subjects ‘Psychology’ and ‘Children’s literature’ is revealed and proved. The integration adds new forms of dialogue and communication in educational process of university deepening the idea of organization of ‘I – the concept’ of the child by ways of literature and ‘soul’s historiography’. 353 | The potential of music can effectively implement the process of formation of moral concepts of primary school children with mental retardation. Proving the effect of music on the formation of moral concepts of primary school children with mental retardation, it is necessary to organize an experimental study. The study identified the original and the final level of formation of moral representations of children of primary school age, developing normally and primary school children with mental retardation. This type of study is organized before and after the implementation of a pilot program aimed at the formation of moral representations of younger school-age children. 355 | The article raises the problem of identifying the features of the personified approach in the pedagogical process of children and adults; on the basis of historical and pedagogical analysis, the phenomenon of personification is characterized, its features are revealed. It is proved that personification in education as a pedagogical principle determines the possibility of selforganization of the personal educational space, as it is associated, first of all, with the maximum activity of the student. The main ways of personification in additional professional education for adults have been determined. 357 | Mental representation is a subjective image of an event or an operational form of mental experience. As the situation changes, the mental experience also changes. The algorithm of selection of educational tasks and a set of methods of psychodidactic orientation of development of mental representations and representative abilities is described: the method of problem selection and the method of creating individual mental maps. The selection method is represented by four main types of tasks: the first type is chosen by the teacher to work with students with a low level of educational and cognitive experience and includes training exercises, as well as techniques for developing cognitive interest and self-regulation skills with the help of a teacher. The second type of tasks is presented by educational texts, the work with which allows to create mental representations, and also forms ability to reflex. The third type of tasks involves testing the ability to supplement the thesaurus with new ways of learning activity. The fourth type includes tasks for the creative application of knowledge by students. The method of creation of individual mental maps assumes formation of abilities at higher level. Activities for creation of mental representations and application of receptions of a reflection in educational activity are the cornerstone of this method. The algorithm presented in the article on development of mental representations of educational texts as a result of use in educational process has shown that mental representations are fixed in different forms of their representation is more integrated into situations of their updating in educational activity. 358 | Currently, there is a process of actualization of interest in ethnic roots, in native culture against the backdrop of a global trend – globalization. Ethnoculture is an important and effective means of educating and art education of a person. The principle of cultural diversity of education involves taking into account the characteristics of the native culture, using the possibilities of spiritual and material culture in the process of education and upbringing. It is especially important to consider the principle of cultural identity in the process of art education. The research problem arises from the contradiction between the presence of the pedagogical potential of ethnoculture and the insufficient development of educational programs aimed at the formation of ethnocultural competence of students of creative specialties. The purpose of the study is to identify the features of the organization of the pedagogical process in accordance with the principle of cultural conformity, to develop and test in practice an educational program aimed at forming the ethnocultural competence of students of creative specialties: future artists, designers. A theoretical analysis of the literature made it possible to clarify the concept of ethnocultural competence, to identify three levels of ethnocultural competence as an integral characteristic of a person. Empirical research methods (studying the products of students’ activities, a pedagogical experiment) were used during the testing of a program aimed at the formation of ethnocultural competence. The content of the program is based on the motives and language of ethnoculture, and the implementation of the program takes into account three levels of ethnocultural competence: axiological, active, creative, and also consists of three stages. Simultaneously with studying the basics of composition, students in theory and practice get acquainted with the symbols of Kulai culture in order to comprehend the language of visual images. As a result of mastering the first stage of the program, a value attitude to ethnoculture is formed (axiological level of ethnocompetence). The second stage is distinguished by artistic and practical activities with immersion in ethnic culture, interpretation of motives and language of ethnic culture. The third stage is the creative stage of acquiring the individual author’s style of an artist, designer working in ethno-cultural traditions. The processes of globalization contribute to a revival of interest in native culture, in ethnic culture. Today, the necessity and relevance of using educational potential of ethnic culture is obvious. In this regard, the development of educational programs aimed at the formation of ethnocultural competence of students of creative specialties is of great importance. With the successful development of the program, students have the opportunity to reach the creative level of performing author’s graphic compositions and design projects. As part of the experimental activity, the content of the programs was clarified, didactic materials were developed, visual aids were systematized (samples of Kulai metal plastic in the form of tables, digital materials). 360 | In the article the concept “leisure” is analyzed, the features of its contents at various stages of scientific research of this area are considered. Its major meanings are allocated: leisure as time and leisure as a kind of activity. On the basis of their relation, possible and essentially significant contradictions in the sphere of leisure are described: lack of free time as basic resource for leisure activity; contradictions between leisure and other kinds of activity, possible in free time; between requirements to which realization leisure activity, and other, more relevant requirements is directed; discrepancy of objective characteristics and subjective perception of leisure; contradictions between opportunities of social space and conditions of the social environment. 362 | The article analyzes the features of the regions of Western Siberia, similar in terms of socio-economic development, mental attitudes and population composition, creating opportunities for the formation of a regional education system. It is noted that the regionalization of education is a traditional part of Russian state policy in the pre-Soviet, Soviet period and in our time. It is revealed that the characteristics of such neighboring regions of Western Siberia as the Novosibirsk, Omsk, Tomsk, Kemerovo regions and the Altai Territory provide similar conditions for the development of educational systems. Their socio-cultural space includes unifying regional factors. The generality of the characteristics of educational systems, mentioned above, allows us to speak about their similarity and unity of socio-cultural tasks. First of all, this is due, in our opinion, not only to natural and climatic factors, but also to the unity of social and cultural-historical processes that form the commonality of the territories of the subjects of the federation. The development of a multicultural educational space in Western Siberia is the most dynamic in the sphere of educational services. The multicultural educational environment, studied by us of the Siberian regions, provides comfortable conditions of educational interaction, including in the sphere of rendering educational services. Various ways of building the readiness of future students to study at technical universities demonstrate the new organizational structures of the pre-university, whose activities are aimed at career guidance and the implementation of educational programs of pre-university training (specialized engineering classes, preparatory courses, etc.). The article substantiates the features of preuniversaries, the mechanisms of their creation and functioning. In modern conditions, a pre-university acts as a system of selection, accompaniment and preparation of motivated students for university entrance, widely using not only subject preparation, but also developing research work of schoolchildren, creating conditions for immersing students in the culture, educational and creative space of the university during the period of schooling; an important feature of these models is the close interaction of educational organizations of general and higher education, the wide involvement of partners and employers in this work. 368 | This model is based on scientific approaches to studying the formation, development of personality and abilities as professionally significant personal qualities of the future specialist: activity, personality-oriented and competence approaches. It is constructed from logical and sequentially functioning blocks: the social order, the conceptual, the target, the substantive, the organizational-activity and the evaluation-resultant blocks. The social order reflects the needs of society and the state, the needs and individual characteristics of students, as well as the professionalism of teachers. The conceptual block acts as the theoretical and methodological basis for the formation of common competences and determines the content of all other blocks of the developed model. The target block of the model for the formation of general competences includes the goal, the tasks of this process, based on the observance of didactic principles. Since personality traits are characterized by motivational, cognitive and activity components linked logically, thus forming a system and reflecting in the process the formation of common competences, these components were singled out by the authors in the content block. The organizational-activity block of the presented model provides selection of means, methods, forms of organization of educational activities for the formation of common competencies in the process of teaching mathematical and natural science disciplines. The appraisal-productive block of the model for the formation of general competencies determines the effectiveness of the formation of general competencies that depends on concrete results, which are based on certain criteria, indicators and levels of the formation of common competences. 373 | The paper covers the questions of certification or attestation of teachers carrying out educational activities in their organizations. As attestation of teaching staff is one of the way to improve teaching professional competency, therefore, the preparation of a teacher for certification procedure is of great importance nowadays as the Ministry of Education and Science of the Russian Federation approved the new Attestation Procedure in 2014. The authors present Tomsk regional model of attestation, which consists of three structural units comprising organizational target, organizational methodology, and reflexive-evaluation. Each unit of the attestation model presents organizational and methodical possibilities for teachers to professionally enhance, and allows establishing the training system for teachers’ certification procedure. The attestation model is based on the ideas listed below: • concepts of continuous professional pedagogical education (V. G. Vorontsov, V. A. Slastenin, D. Rogers, etc.), which makes possible to stimulate purposefully and increase the level of teaching staff qualification; • andragogy as a conceptual basis for adult education (A. A. Derkach, A. A. Bodalev, N. V. Kuzmina, B. G. Ananiev, and etc.); • professional and personal development of the teacher (E. F. Zeher, V. A. Kan-Kalik, M. P. Palyanov, and others); • modern theory and selfeducation, self-development, self-fulfillment technologies (A. Y. Aizenberg, B. G. Ananiev, and etc.). The attestation model takes into account Tomsk regional specifications and features, the latter allow dealing with all the elements of the attestation procedure in a complex, thus meeting the regulatory requirements presented at the Russian Federation level. The paper is addressed to the specialists who accompany teaching staff within the attestation procedure, who can create an effective system of organizational, methodological, and technical support for teachers at the level of municipal educational organizations with the help of such a model. 374 | The article raises the problem of the readiness of teachers of preschool educational organizations to work on the new Federal State Educational Standard, which pays great attention to the organization of the joint educational activities of a teacher with children. The results of two questionnaire surveys of kindergarten teachers are given, in the course of which it was found out, firstly, the level of the involvement of teachers in the development of educational programs, secondly, their understanding of the results of preschool education, and thirdly, the identification of priority areas for the development of a preschool child. It was found that the majority of teachers take an executive position in relation to educational programs, they are focused not on the personal development of children, but on the formation of their knowledge, skills, teachers underestimate the value of the game and research activities for children’s development. Real educational situations of the organization of the teacher’s joint activities with children are described, illustrating that teachers do not always understand how to make a child an active participant in interacting with an adult and how to get away from the total use of the authoritarian model of joint activity towards leadership and partnership. It is concluded that there is a relationship between the level of the methodological support in the kindergarten, including the position of the senior educator, and the ability of the teacher to organize educational situations of reversed and open joint action with children. 376 | The article considers the following approaches to motivation: motive as a goal, motive as a need, motive as an intent, motive as a stable personality trait, motive as an inducement. Studied the motives of first-year students for admission to pedagogical university. Motives are correlated with the main approaches to motivation. Presents possibility of application of data interpretation for the installation of the nature of motivation: internal, external and identify the individual characteristics of the career choices made by freshmen. The interaction between different types of motives and self-esteem of students is noted. Generally, internal motives correlate with self-esteem and external ones with high and low self-esteem. The applications of the results are relevant for the implementation of individual approach in building the conditions for the further formation of positive motivation of first-year students to the profession, keeping the attention on the fact that the motivational sphere is quite dynamic: the value and impact of individual motives цvary, and accordingly, it changes the hierarchy of motives. 377 | The needs of the developing economy, its interest to maintain the most successful Russian schools of science, to provide it’s continuity by educating the new generation of researchers ground the necessity to involve the educational institutions teachers and students into fundamental research. The research competency developed in students characterizes their subjectivity and their need for the continuous cognition. The development of the competency requires teaching the students the ways of self-dependent obtaining and processing of scientific information in the self-dependent research practice – within the framework of the competency-based approach. The research competency includes: theoretical knowledge of research methods, the ways of systematic processing of the empirical data, the ability to formulate conclusions and to present research results, the ability to use the knowledge in a particular research. The research competency also includes a complex of a researcher’s personal qualities. The research competency is an integrated personal quality of the subject of learning (the learner). The quality finds its expression through the subject’s capability and ability for self-dependent obtaining of the new knowledge by transferring the meaning context of the subject’s activity from functional to the transformative one. The definition provided may serve as a basis for the choice of the strategy of the development of the research competency of the future teacher in Technology. The competency is to include: the acquirement of the specialized knowledge on performing the research activity, methods of obtaining scientific knowledge; the development and adoption of the value ideals and qualities by the subject, which promote the subject’s ability to go beyond the existing level of the system of the subject’s knowledge of oneself and the world; the acquirement of the practical experience of the use of the research activity in the pedagogical work. The content of the educational field “Crafts” determines the content of the Crafts teacher training. It implies that the teacher of Crafts is to be able to give economical, ecological, technological education and to provide informational support for it; to teach the inventive problem solving; to develop the students’ skills in design, etc. The main document that regulates the process is the work program, which is to be developed by the Crafts teacher. The program is to reflect the students’ projected understanding: of the production, realization and consumption of the material values; of the culture of labor and household life; of the necessity and special aspects of the citizen’s professional self-determination; to form the non-verbal sphere of the human. For the development of such program, its implementation and further correction the teacher is to possess a wide range of the research competencies. 381 | This paper presents theoretical approaches to the design of scientific and methodological support of the process of advanced teacher training in modern conditions of setting educational goals in the form of student’s competency characteristics. The specificity of the modern educational situation has been characterized, manifesting in developing of a new terminological space, a need for pedagogical forecasting of the entire image of a school graduate, the forming of both his vertical processes (among different levels of the educational system), horizontal ones (a territorial level and an interethnic one as well) and inter-subject coordination. It is argued that the new international approach to the educational systems management, corresponding to the specifics of a post-industrial society, is a new challenge for the teacher’s professionalism. The analysis of the regulatory requirements for teacher skills on the basis of the Federal Law «On Education in the Russian Federation», Federal state educational standards of basic general education and the qualification characteristics of a teacher position is given. It is alleged that an important condition for maintaining professionalism is the scientific and methodological support of the process of advanced training. The negative consequences of the lack of such support are being predicted, the problems identified during the course preparation of teachers of Primorsky Krai have been detected. A research problem statement has been determined as a defining approach to the design of the pedagogical conditions for the development of teacher professionalism. It is argued that the problem of the teacher’s readiness to work in circumstances of regulatory certainty of educational goals, expressed in the student’s competence characteristics, is a particular case of contradiction between a normative direction of the activity and individual nature of its implementation. Put in these terms, the problem implies not only updating the content of additional professional programs, but the selection of teaching facilities allowing to develop an individual nature of the activity as well. The authors paid special attention to the issues of prevention of deprivation of parental rights and refusals of children at birth, reduction of the proportion of orphans and children left without parental care; an increase in the number of orphans and children left without parental care, placed in families for upbringing; an increase in the proportion of citizens who have adopted a child for upbringing in a family. The family is the most important social institution in the development of each individual, which is the main step in the socialization and development of a person. Children in the family acquire the skills and abilities of communication, mutual understanding, form the communicative component of the personality. It is in the family that moral character of the future person is laid. 385 | The importance of identifying spiritual foundations of interaction between a family and a school in the reality of value-based pluralism in contemporary society is explained. The growing demand on education among parents to provide proper upbringing is emphasized, as well as their desire to communicate with the teachers. The research is based on the existential approach that makes it possible to describe interaction between a family and a school in the unity of their co-existence. The research results revealed the following spiritual existential units of interaction between a family and a school: love, freedom and responsibility and spiritual unity and cooperation. Interaction between a family and a school may be treated as a social unity based on love, the goal of which is to develop communicative skills and individual features necessary in social interaction. Such interaction requires understanding of the value of freedom and responsibility in continuous education by both parents and teachers. It will stimulate self-cognition, self-development and self-identification that contribute to the skills of independent choice and form the ability to bear responsibility for the choice. The relations between a family and a school are characterized by spiritual unity, in other words it is an inner link based on the feelings of love, respect and solidarity. A school in this case provides a “meeting” between adults and children that allows revealing the values and spirit of different generations. The following conclusion about interaction between a family and a school is made: it is a creative process of finding the meaning of teaching by both pedagogues and parents, where the modus of their co-existence is based on responsibility for the crucial period in children’s lives and for the process and result of their personalities shaping. Relations between teachers and parents are based on the role of common values: love in the form of acceptance of the child and his/her unique features, his/ her importance and individuality developed during social communication; freedom and responsibility via comprehension of educational situation, and spiritual unity and cooperation as togetherness based on similarity of fate, unselfishness and universality of “the good” as regulators of interaction. Reasoning based on the author’s experience in teaching the history of the Middle Ages. Suggests a typology of visual materials, including “synchronous” historical sources (images, created during the study period or depicting monuments of a given period), “asynchronous” historical sources (visual materials, created within the framework of the studied historical epoch, but much later than the events or characters, depicted with their help), reconstruction (images, created for cognitive purposes and reproducing the features of historical reality in accordance with existing scientific knowledge) and “memorials” (monuments (and their images), dedicated to historical figures and events of the studied era, created outside it). The features of attracting these types of visual materials in the light of the goals and results of their use are revealed. The equivalence of the indicated types of visual materials in terms of the methodological effectiveness of their application is emphasized. 389 | Implementing the competency-based approach in the education system in the current time is a step forward, it is an opportunity to see in a different way the structure of teaching and the target of the educational process. However, there is the problem of rejection of accepting the approach of competencies by the teaching community. In the opinion of the authors, among the many reasons that lead to inhibition of the introduction of the competence- based approach in real education structure, as more influence we can indicate the following: first, the lack of methods to determine the extent of competence training; second, the absence of a recognized methodology for interpreting the assessment of competence. In this work, we propose a model of the evaluation of a newly trained specialist of pedagogic courses, as the basis in the evaluation was used the quantitative methodology of competencies. The approach consists of several steps: establishing a set of competences, grouping competencies into blocks, quantitative assessment of the degree of competency formation, joint construction of “portraits”, analysis and interpretation of research results. The “indicator” method developed earlier by one of the authors has been applied to calculation of the level of formation of competences in the adapted look. The results of the approval of this model were made on the basis of the tests applied on Russian and Brazilian students. 390 | The choice of education program, matching of education to the interests of the senior pupils creates the foundation for a successful professional identity in the future. However, indepth study of the profile of specific disciplines in practice leads to disharmonious development of interpersonal relationships between senior pupils. In the study of interpersonal relations of senior pupils took part 59 pupils of 9th grades (15–16 years old) in sociohumanitarian, natural science, physics and mathematics profiles of education. Compiled socio-psychological reliefs classes, sociogram, the analysis of significant differences in Student’s t-test revealed significant differences in the nature of the relationship between senior pupils with different learning profiles. “Humanitarians” show the highest level of team development and desire to communicate with each other, senior pupils of natural science profile show the average level of relations development – formal relations, senior “mathematics” pupils do not seek personal communication, and prefer only business contacts. A similar structure of interpersonal relations have natural science and socio-humanitarian groups, both have the structure of the team, while physical-mathematical profile forms large individuality in interpersonal pupils’ contacts. The results indicate that we observe a trend to limiting of self-conception, interests, values correlating only with the scope of professional activity, which is a factor of disharmonization of interpersonal relations, and professional identification performs an inhibitory function towards other abilities and interests. The effective implementation of objectives of the learning profiles is necessary to carry out the work aimed at mitigating negative effects and enhancing positive ones. You need to define the priorities of harmonious relations in classes of different profiles of learning: a resource for socio-humanitarian class can be considered conditions for the development of effective communication included in activities with clear targets, which will decrease the risk of false identification of the profession as «communication»; for the class of natural sciences it is necessary to expand the content of the communication, which will reduce the effect of formal relations; for the class of physics and mathematics it is necessary to create situations where interaction is not related to necessary activities, and to show them the joy of meetings and the value of communication with others, developing personal resources and potential. The articles deals with the challenges of globalization, namely, the complex problems of ethnic relations within Russia. The problem is analyzed from the standpoint of possible use of successful practices of previous periods in history of Russia. The main message is to educate young generations of RF ethnic tolerance with positive examples. Replicating negative information of interethnic relations plays a negative role in everyday life and the course of education for younger generations. 397 | The article emphasizes the relevance of the processes of transformation of views on the development of professional competencies of the individual, associated with the existence of information, digital and SMART-society. As a representative of modern society, a person acquires important competences: an integral characteristic related to experience in the information reality, ways of interacting with technology and technology in order to fulfill the general and professional information needs of a person; high-level meta-abilities for the existence in the digital space of highly mobile intelligent devices; the formation of the personality of a SMART-person who is fluent in SMART-technologies for searching, analyzing information and creating innovations that interact in professional network communities. These abilities characterize the components of the information, digital and smart competencies of the individual. These competencies coexist and come to the fore depending on the evolution of society as a dynamic system, the improvement of information, digital and smart technologies. 398 | The purpose of the article is a description of the general framework for the ontology of education in the era of digital nomadism. This framework is based on the specific features of digital nomadism as a socio-cultural phenomenon and the ontology of the network society. The article describes the milestones in the history of the “new nomadism” from the 1960s to the present, with a focus on the research of M. McLuhan, G. Deleuze, F. Guattari, J. Attali, T. Makimoto, D. Manners, W. J. Mitchell, J.W. Moravec et al, S. Lusmägi. The paper presents the factors that preconditioned occurrence, development, and globalization of a new type of nomadism, essential characteristics of new nomads, and their classification: digital (or electronic), knowledge nomads (knowmads), and students as nomads. The paper contains examples of the existing practice of nomadic education and proposes its prospects. The general principles, methods, and formats of “nomadic” education have been determined. They reflect the ontology of the network digital society and the world-view attitudes and lifestyle of new nomads. The presented model does not pretend to be the full representation of the ontology of “nomadic” education but sets a certain reflection vector necessary for understanding this phenomenon. 400 | This issue is a new challenge that is being actively dealt with within the context of the domestic education. The relevance of the given issue is conditioned by the following set of reasons: demand of the contemporary society to develop new sources of education which consequently include establishment of new educational technologies providing necessary competence for the adjustment by schoolchildren to the modern world; incomplete presentation of the research of challenges in the field of startup of digital learning platforms including technologies of its efficient implementation in the system of general education. The purpose of the article is to present a draft of the developed author’s digital educational platform with the specific goal of ensuring the planning and implementation of educational paths for schoolchildren. The draft model is designed in line with the following components: schema of the assembly of educational contents of the platform based on the combination of regional resources; structures of platform architecture – navigation, virtual workspace, section of opportunities; digital profile of a schoolchild competencies as a key element of the platform; technologies for planning and building educational pathways of schoolchildren. Theoretical value of the research: systematized concepts of a digital platform, justified approaches and basic principles for using the potential of a digital platform; means of an efficient implementation of new educational technologies of online education. Results of the conducted research can be used by administration, teachers and workers in the field of general education. This will assure forceful creation of schoolchildren individual learning pathways, and it is therefore undertaken while taking into account resources of the regional socioeducation environment including demands of the economy and regional labor market.
