305 | The paper describes the features of Federal State Educational Standard of Higher Education for training specialists for Russian road construction industry which experiences innovations in the fields of engineering, construction, repair and transport infrastructure maintenance. Modern technologies in engineering, production, and use of conventional and non-traditional materials applied in engineering and survey companies require graduates to possess not only common competence in a wide range of knowledge, but also the ability to integrate in the production process within the shortest adaptation period. The paper considers the issue of long-term adaptation period university graduates usually take for adjusting to operation in real-life special conditions (with the account of trips, field surveying and technological operation). It is noted that such long adaptation is closely related to imperfection of curricula for bachelor and specialist degree students. For instance, standard duration of work placement training during the studies is no more than 4 weeks for bachelor students, which is obviously insufficient for learning the peculiarities of production processes and operations. Considerable impact on high-quality training of technical university students consists in organization of developing in students the competence of studying multisubject special disciplines. Novelty of the described teaching experience is in the use of known methods for activation of passive, active and interactive learning and cognitive activities in technical university students on the basis of a curriculum with a block structure of studying the disciplines provided by standards. Among the described teaching practices used for training road industry specialists are interaction between departments on the course project, comprehensive multisemester projects including term papers, projects and production and management projects. 314 | The introduction of universal primary education in the activities of the State Duma of the Russian Empire was for a long time not under the attention of the researchers, and interest in the topic increased due to the restoration of parliamentary traditions and deep reform of the education system. Historical sources show that at the beginning of the XX century, this issue was probably the only one that did not cause disagreements between political parties. But it was never resolved because of the six years of discussions between the factions in the State Duma, the Duma and the Council of State, the Parliament and the Government on related issues – the mandatory or granting of the right to receive primary education, the amount of funding and the nature of the management of Ministerial and Church schools, the language of teaching in primary schools in areas with non-Russian populations, about the role of local governments in the development of school Affairs, and others. The First State Duma, owing to its short existence, was unable to consider the draft law on the introduction of universal primary education, the Second Duma began its work, but its early dissolution did not allow any significant decisions to be taken on the issue. The Third State Duma was the only one in the pre-revolutionary history of Russia that lasted a full term of office, and the results of its activities in the field of education gave it the name “Duma of national education”. More than 300 legislative initiatives in the field of science and education were considered, including 15 draft laws on primary education, and additional allocations for primary schools increased by almost 40 million rubles a year. But the bill passed by the Duma on the introduction of universal primary education did not pass in the State Council. The Deputies of the fourth convocation again discussed the content of the draft developed by the Third Duma. The main cause of the conflicts was the issue of parochial schools. The last time in the history of the Duma a bill was introduced by the Minister of Public Education, P. N. Ignatiev, on 28 August 1916, but the decision on it was never made. However, during the years of operation of the State Duma, unprecedented resources have been allocated for the development of primary education, the training of teachers, the salaries of teachers and the construction of new schools, and public spending on schools almost doubled. 324 | The practice of teaching Russian to Lao cadets and observing the unsatisfactory learning outcomes of this group led the authors to conclude that it is necessary to identify the causes of problems and outline possible solutions. The relevance of the study stems from the need to formulate guidelines for teaching the Russian language to Lao cadets, taking into account the difficulties identified, as well as the characteristics of their native language. The theoretical significance of the work lies in the classification of errors found during the experiment and the illustration of the mechanism for the formation of communicative failures. The practical significance of the study is determined by the preparation of a number of guidelines for working with students from Laos. The authors reviewed studies that describe the Lao language, compare the typological structure of the Russian and Lao languages, and provide an account of the complications faced by the Lao when learning Russian. For a detailed analysis of the types of errors, their classification and identification of system links, an experiment was conducted. The experimental group was offered assignments of the reproductive and productive types. The results are presented in the appendix, which reflect the types of errors with examples, the number of assumptions made by each respondent and the overall result. The erroneous memorization and reproduction of vocabulary is due to phonetic interference and mechanical transfer of the principles of spelling. The low rate of vocabulary expansion is explained by the extensive synonymy of the Russian language, on the one hand, and the undeveloped lexical system of the Lao language, on the other hand. Various problems with syntax are based on the discrepancy between the fixed word order of the Lao sentence and the free word order in the Russian one, which leads to an incorrect interpretation of the subject-object relations. This results in the “intonational” articulation in oral speech and incorrect graphic articulation in writing. As a result, the totality of the above reasons leads to communication failures. The authors formulated a set of guidelines for increasing the effectiveness of training for Laotians, taking into account the complex of the causes found. Russian dance, Russian song, Russian melody – an integral part of Russian folk art culture, allow a nation living in the same territory, to realize itself as a whole, to have the same values and moral ideals. Russia is a huge multinational country, but most of its population is Russian, which in the whirlwind of political, economic and social problems of lost traditions, morality and great dance is the heritage of its people. Studying ways to preserve and promote Russian folk dance at the time when every nation defends its uniqueness and independence, is becoming the most important. New time creates new values, new tastes, trends, rhythms and preferences. The loss of the traditions of the past damages both the national culture of the country and the whole of mankind. 329 | Implementing the competency-based approach in the education system in the current time is a step forward, it is an opportunity to see in a different way the structure of teaching and the target of the educational process. However, there is the problem of rejection of accepting the approach of competencies by the teaching community. In the opinion of the authors, among the many reasons that lead to inhibition of the introduction of the competence- based approach in real education structure, as more influence we can indicate the following: first, the lack of methods to determine the extent of competence training; second, the absence of a recognized methodology for interpreting the assessment of competence. In this work, we propose a model of the evaluation of a newly trained specialist of pedagogic courses, as the basis in the evaluation was used the quantitative methodology of competencies. The approach consists of several steps: establishing a set of competences, grouping competencies into blocks, quantitative assessment of the degree of competency formation, joint construction of “portraits”, analysis and interpretation of research results. The “indicator” method developed earlier by one of the authors has been applied to calculation of the level of formation of competences in the adapted look. The results of the approval of this model were made on the basis of the tests applied on Russian and Brazilian students. The results of studies by Russian and foreign authors on morphological differences of the corpus callosum of the brain in people with autism spectrum disorders, in which a specific neural marker was identified, giving new directions of correctional work. Considering that the corpus callosum provides interhemispheric interaction, the authors suggested that neurogymnastics should be added to the learning process of children with autism spectrum disorders. An experiment was conducted to prove its effectiveness. Fragments of neuropsychological diagnostics of preschool children according to J. M. Glozman were used to assess the level of development of interhemispheric interaction. A number of adapted samples were used, the quantitative assessment of which was compared with the indicated levels. The results of the ascertaining, forming and control stages of the experiment are described. Additional techniques, namely neurogymnastics, were used as an experimental factor. It is included in classes with children of the experimental group, first as a replacement for the traditional warm-up, and then in the structure of the classes themselves. The results of a comparative analysis of the dynamics of the development of interhemispheric interaction at the beginning and end of the experiment allowed us to conclude that short daily classes in neurogymnastics can accelerate the development of interhemispheric interaction in children with autism spectrum disorder. 345 | The choice of education program, matching of education to the interests of the senior pupils creates the foundation for a successful professional identity in the future. However, indepth study of the profile of specific disciplines in practice leads to disharmonious development of interpersonal relationships between senior pupils. In the study of interpersonal relations of senior pupils took part 59 pupils of 9th grades (15–16 years old) in sociohumanitarian, natural science, physics and mathematics profiles of education. Compiled socio-psychological reliefs classes, sociogram, the analysis of significant differences in Student’s t-test revealed significant differences in the nature of the relationship between senior pupils with different learning profiles. “Humanitarians” show the highest level of team development and desire to communicate with each other, senior pupils of natural science profile show the average level of relations development – formal relations, senior “mathematics” pupils do not seek personal communication, and prefer only business contacts. A similar structure of interpersonal relations have natural science and socio-humanitarian groups, both have the structure of the team, while physical-mathematical profile forms large individuality in interpersonal pupils’ contacts. The results indicate that we observe a trend to limiting of self-conception, interests, values correlating only with the scope of professional activity, which is a factor of disharmonization of interpersonal relations, and professional identification performs an inhibitory function towards other abilities and interests. The effective implementation of objectives of the learning profiles is necessary to carry out the work aimed at mitigating negative effects and enhancing positive ones. You need to define the priorities of harmonious relations in classes of different profiles of learning: a resource for socio-humanitarian class can be considered conditions for the development of effective communication included in activities with clear targets, which will decrease the risk of false identification of the profession as «communication»; for the class of natural sciences it is necessary to expand the content of the communication, which will reduce the effect of formal relations; for the class of physics and mathematics it is necessary to create situations where interaction is not related to necessary activities, and to show them the joy of meetings and the value of communication with others, developing personal resources and potential. 346 | This paper presents theoretical approaches to the design of scientific and methodological support of the process of advanced teacher training in modern conditions of setting educational goals in the form of student’s competency characteristics. The specificity of the modern educational situation has been characterized, manifesting in developing of a new terminological space, a need for pedagogical forecasting of the entire image of a school graduate, the forming of both his vertical processes (among different levels of the educational system), horizontal ones (a territorial level and an interethnic one as well) and inter-subject coordination. It is argued that the new international approach to the educational systems management, corresponding to the specifics of a post-industrial society, is a new challenge for the teacher’s professionalism. The analysis of the regulatory requirements for teacher skills on the basis of the Federal Law «On Education in the Russian Federation», Federal state educational standards of basic general education and the qualification characteristics of a teacher position is given. It is alleged that an important condition for maintaining professionalism is the scientific and methodological support of the process of advanced training. The negative consequences of the lack of such support are being predicted, the problems identified during the course preparation of teachers of Primorsky Krai have been detected. A research problem statement has been determined as a defining approach to the design of the pedagogical conditions for the development of teacher professionalism. It is argued that the problem of the teacher’s readiness to work in circumstances of regulatory certainty of educational goals, expressed in the student’s competence characteristics, is a particular case of contradiction between a normative direction of the activity and individual nature of its implementation. Put in these terms, the problem implies not only updating the content of additional professional programs, but the selection of teaching facilities allowing to develop an individual nature of the activity as well. It has been suggested that information technology is a tool for overcoming this contradiction.
