351 | The article considers an issue of resource provision of university educational disciplines for successful functioning of Russian educational services in the international market. An important component of the innovative strategy that can help considerably reduce a degree of difficulties connected with teaching English-speaking students in Russian medical universities is compiling special textbooks and study guidances, aimed at work with this target group. The analysis of the problem and a special study conducted in Irkutsk State Medical University suggest that a system of models for compiling educational editions of different types should be used. The main idea is that authors should structure such pieces of writing within a certain pattern, so that they could have a better educational and methodical value. The problem of correlation of the Russian and English languages in such editions is essential and inevitable in this respect. It strongly correlates with inclusion of the practical course of medicinal subjects in the Russian-speaking environment, as well as with an ability, readiness and willingness of students to receive educational material in Russian. In order to see the point more clearly, a structural and substantial model of one of such editions appears at the end of the article. This is a pattern of a lecture course on a university discipline. 352 | The practice of teaching Russian to Lao cadets and observing the unsatisfactory learning outcomes of this group led the authors to conclude that it is necessary to identify the causes of problems and outline possible solutions. The relevance of the study stems from the need to formulate guidelines for teaching the Russian language to Lao cadets, taking into account the difficulties identified, as well as the characteristics of their native language. The theoretical significance of the work lies in the classification of errors found during the experiment and the illustration of the mechanism for the formation of communicative failures. The practical significance of the study is determined by the preparation of a number of guidelines for working with students from Laos. The authors reviewed studies that describe the Lao language, compare the typological structure of the Russian and Lao languages, and provide an account of the complications faced by the Lao when learning Russian. For a detailed analysis of the types of errors, their classification and identification of system links, an experiment was conducted. The experimental group was offered assignments of the reproductive and productive types. The results are presented in the appendix, which reflect the types of errors with examples, the number of assumptions made by each respondent and the overall result. The erroneous memorization and reproduction of vocabulary is due to phonetic interference and mechanical transfer of the principles of spelling. The low rate of vocabulary expansion is explained by the extensive synonymy of the Russian language, on the one hand, and the undeveloped lexical system of the Lao language, on the other hand. Various problems with syntax are based on the discrepancy between the fixed word order of the Lao sentence and the free word order in the Russian one, which leads to an incorrect interpretation of the subject-object relations. This results in the “intonational” articulation in oral speech and incorrect graphic articulation in writing. As a result, the totality of the above reasons leads to communication failures. The authors formulated a set of guidelines for increasing the effectiveness of training for Laotians, taking into account the complex of the causes found. 353 | The article deals with the issue of updating the courses in intermediate vocational institutions for the purpose of the prevention of extremists’ activity which is the result of the globalization and development of IT infrastructure. The authors point out the necessity of qualifying the students in the humanism and socially desirable behavior during the studying of the disciplines of sciences, humanities and vocational training courses. The authors pay attention to the fact that the updating according the scheme: informing – arranging – modeling – applying, allows the science educator to emphasize the extremists’ threats that lie in scientific information, the best and peaceful use of the current opportunities that the achievements of science bring as well as the prediction of the consequences of the industrial disasters. 354 | The issue of developing a method of integrated supervision of the training of young athletes practicing wushu at the stage of pre-competitive training is considered. The main characteristics of the components of the method proposed are given. Examples of the tests used in assessing physical, technical, psychological preparedness are given. The research results aimed at identifying the most informative and reliable tests are presented. The research methods that determine the functional state of the athlete’s body are revealed. The main types of integrated supervision of young athletes engaged in wushu at the stage of pre-competition training are described: stage, current, operational. We used the following control methods: 1. Pedagogical: the method of expert assessments for the evaluation of competitive elements, control tests for the assessment of special physical preparedness. 2. Psychological: the method of testing. The following tests were applied: test-attitude to the forthcoming competition and situational anxiety; a test of Martens’ competitive personal anxiety. 3. Medico-biological: measurement of heart rate, SBP / DBP, Romberg sample, Gencha test, Ruthier index. We developed a method of integrated supervision, which includes the following components: assessment of special physical preparedness; assessment of technical preparedness; evaluation of the functional state of the organism; assessment of psychological preparedness. 355 | The article analyzes the current situation regarding the Russian language teaching in China. States the facts of the annual increase in interest in the study of the Russian language in China. This is largely due to both expansion of economic and political ties between China and Russia, seen today, and especially those, implemented by the country's language policy. One of the main directions of the latter is the focus on learning the Russian language as a powerful and effective means of ensuring inter-state relations and deepening and spread in all areas of life of the citizens. The author, based on his own experience of studying Russian language, reflects on some of the ways and means of overcoming the problems related to learning the Russian language by the Chinese. The most effective method of mastering the Russian language among the Chinese native speakers is determined communicative activity approach, involving the focus on the specific situation of interpersonal or social interaction, as well as the need for partial or complete immersion in the environment of the native speakers’ language. There is also the need to create teaching aids based on a comprehensive and integrated approach to the development of speech in terms of attention to all four types of it: listening, reading, writing and speaking. It is concluded that the Russian language teaching in China is extremely promising, but much remains to be done in this direction. 360 | Normative documents on higher pedagogical education, a real situation in education indicate the necessity to change the quality of the preparation to the pedagogical activity. Such changes in training are ensured by the participation of the students of pedagogical institutions in solving their (pedagogical) education tasks, i.e. their participation in the pedagogical activity necessary for the formulation and solution of these tasks. To do this it is necessary to actualize the conditions and forms of changing of the content and organization of students’ preparation to the pedagogical activity. The eventual approach appears as one of the conditions of this change. Recently a certain amount of researches discussing the eventual approach in education has appeared. The aim of the article is to substantiate the interconnection and intercorrelation of educational events and pedagogical activity. For this purpose, the notions “event” and “educational event” have been formulated on the basis of the analysis of literature and the experience of empirical research. The characteristics of pedagogical activity have been singled out to define the connection of the educational event and pedagogical activity. Objectivity, value-semantic relations, reflexion present the characteristics producing their influence on the educational event. 361 | In many modern universities, especially in research ones, the process of revising approaches and indicators for assessing the quality of teaching is now actively underway, which we propose to consider as innovative and, of course, progressive. The focus has shifted from actual assessing the quality of education to the assessment of teachers’ activity, which he performs or does not perform. In the event of non-compliance with indicators in elections, the lecturer is elected for a shorter term or not elected at all. These figures at a minimum reflect the quality of training in any assessment. In the election for the posts of teaching staff, a very narrow and very specific set of indicators of educational activity, primary to universities, is taken into account, among other things (consider the indicators on the example of research Tomsk State University): the number of qualified candidates and doctors of sciences; the number of dissertations prepared under the guidance of a teacher; the number of credits of courses taught in a foreign language, with the use of electronic resources, or, project, research; the number of prizes engaged by the students, leading teachers, competitions, contests, etc.; the management of basic educational programs. All these factors only indirectly indicate the quality of teaching. Thus, we can confidently say that in Tomsk scientific research universities there is a tendency to quasi-innovations in the evaluation of teaching, as organizational innovations contribute to the reduction of work time standards, increase in productivity, improve of the workflow, and psychological climate in the team. Organizational quasi-innovations can not produce such effects, on the contrary, they lead to conflicts, increase of working time norms, general dissatisfaction with the management and the injustice of the system of procedure election to the office, as well as the loss of qualified personnel. The articles deals with the challenges of globalization, namely, the complex problems of ethnic relations within Russia. 368 | The paper describes the experience of using computer-based training tests at primary school. The tests tasks were created by the mathematics teacher in the IREN computer system in accordance with the program for the 8th grade on the topic “Inequalities” and taking into account the level of student preparation. The purpose of these tests was to teach students to transform and solve inequalities. The tests were offered to students of the Cadet Corps. Previously, we have formed two groups of eighth grade students who are equal in basic training in mathematics. One group (17 people) did the tests during self-training. We did not limit the number of attempts to pass the test. We did not grade students according to the results of these tests. Another group (14 people) did only ordinary homework on paper. We compared the results of training cadets who used the tests with the results in the control group of cadets who were not tested. These two groups of students solve the same test work on paper. We used the Mann-Whitney test. The results of the training of the cadets who did the tests were better. Using Spearman’s rank correlation coefficient, we showed that improving learning outcomes associated with student success in testing. 377 | The problems of modern education in the primary school are reflected. The introduction of Federal State Educational Standard in the primary school, as several authors of the analyzed studies have noted, is insufficiently prepared. In particular, little attention is paid to creativity in the learning process. The main disadvantage of Federal State Educational Standard is the lack of a single tool for assessing the different groups of activity skills that need to be formed among schoolchildren. The analysis of the diagnostic materials used in the training process – from school to university – shows that the grades of the introduced learning outcomes in the form of competencies are gradually being developed in universities. The same thing happens in colleges. In school education, the evaluation of learning outcomes is now being actively developed in a junior school, while in a basic school such materials are not sufficient. The manifested problem of lack of creativity is solved by introducing lessons-problematizations into the learning process, in fact – the lessons of obtaining new knowledge, a new way of knowing. At the same time students develop the ability to solve problems, regulative and communicative skills. Diagnostics of these skills is carried out on the basis of developed cards, in which the elements of skills are presented. 379 | The article analyzes statistical data and regulations confirming the relevance of support for youth volunteer initiatives in Russia. Volunteer activities of children and youth in a general educational institution of the city (for example, the city of Tomsk) are discussed. Research methods of a semi-structured interview of 15 teachers from 10 different general educational institutions of Tomsk, and school students aged from 7 to 16 years poll (a sample was 213 people), and method of included observation were used. The results of student surveys indicate a weak involvement of youth in volunteering. This also correlates with a low assessment of student teachers’ interest in volunteering. The presented results of organizing volunteer activities in a general educational institution problem study are obtained on the basis of the Center for Social and Professional Volunteering at Tomsk State University. The organizational and pedagogical conditions of the organization of volunteer activities of teachers of general education organizations are considered. Conclusions are drawn on the relevance of methodological and informational support to teachers of general educational institutions in the city in organizing volunteer activities and sites for exchanging experience in organizing volunteer initiatives in school technologies. 380 | The article presents the results of the research conducted by the author in Tomsk State University (Russia). The work draws upon the concept of the Iconic Turn and its potential for educational communication development. Contemporary education has to be sensitive to Iconic Turn consequences and to modify its educational environment via means of visual mediation. Our research aims at deconstructing the existing system of background knowledge and convictions as the basis of self- and the word-around-us description. Such deconstruction which will result in more critical perception of the reality within and around an individual is to be conducted by ‘forced slowdown’ of behavioral automatic mechanisms created by traditional educational practices. The research is conducted within microethnographic approach which focuses upon ‘what is happening right here and right now’ in the space of inter-communication. The author conducted several educational events with the use of a visual stimulus as an agent of destructive educational mediation. The experiment outcomes provoke discussion about the gaps in educational communication emerging when visual stimulus is presented to student audience in a class. The article describes the experiment set in Tomsk State University at deconstructing the existing system of background knowledge and convictions as the basis of self- and the wordaround- us description. During the experiment the organizers carried out the ‘forced slowdown’ of nominative and interpretive processes. The aim of such strategy was to create a ‘conflict situation’ in which the gap between the stimulus itself and the pre-created perception of that stimulus has been observed. The research has resulted in two main conclusions. First, students face difficulties in expressing themselves in communication as they base their utterances on the logic of the textual mode while they deal with an artifact of the visual mode. Second, students’ communicative strategies depend not on the content of a visual stimulus but mostly on its ‘perception’. Thus, future advancement of the existing educational practices is tightly connected with the new visual mode implementation. The article indicates the existing methods of the artistic creations in literature classes, describes the prospects of the educational quest and the main stages of realization of the quest as an educational technology. The article represents the quest based on the creative works by Vladimir Nabokov, the process and results of its testing on participants with different levels of knowledge (freshmen philologists and high school students). In understanding the methodological principles of working with space in the lessons of literature, we rely on the works of E. I. Korostileva, Yu. G. Pykhtina, S. V. Kashirina, A. K. Gaisina, Yu. G. Pykhina, O. I. Fedotov. When developing the quest, three methodological grounds were taken into account. 1. The use of analytical types of tasks. 2. Reliance on the literary tradition of the study of artistic space. 3. Literary analysis should precede the methodical development of the quest. Approbation showed that the process of passing the quest makes the participants deep into the creative world of the novel “Mashenka” by V. Nabokov and helps with structuring not only artistic creation but also the fiction poetics in general (plot logic, dynamics of the character development, etc.). The conceptual founda tions of the projected organizational and activity mechanisms of modular BEP based on FSES HE 3 ++ (Federal State Educational Standard of Higher Education) are also disclosed. The experience and results of the research and scientific and methodological work of the university on the design of organizational and activity mechanisms of modular BEP of bachelor training of teachers on the basis of Federal State Educational Standard of Higher Education 3 ++, coupled with professional standards are presented. The organizational and activity specificity of the modular characteristics of the BEP has been substantiated: the ways of organizing the educational interaction of the participants in educational relations, the features of the evaluation and diagnostic procedures related to monitoring the achievements of educational achievements of students in the activity format. The didactic examples related to the implementation of individual fragments (modules) of the BEP in the field 44.03.05 Pedagogical education (with two training profiles) (bachelor’s level) are given. As an example illustrating the specifics of the organizational-activity characteristics of the BEP discussed in the article, a description of the training and research module is given. 385 | It is shown that the results of science research in the area of personalization made psychologists pay attention to the study of literary abilities of a gifted person, especially the psychological foundations and writers’ artistic creativity process. We started with the fact that nowadays researchers are searching for the integrative psychological indicator which allows to characterize a literary gifted personality. Further we describe the contribution of scholars to the development of diagnostic tools for studying psychological manifestations of literary abilities and specifics of literary and art creativity. Throughout the last century Russian and international scientists engaged in psychology have been carrying out fundamental research, including longitudinal studies on the problems of psychology of creativity, general and specific abilities. Finally, we show that one of the central problems of empirical studies in the field of psychological knowledge is the development of methods and tools for diagnosing psychological features of a creatively gifted personality. Russian psychologists developed testing techniques for diagnostics of features of creative thinking. However, researchers experience considerable difficulties in finding of external criterion. The uniform generalized validity measure for creativity has not been established yet. Special difficulties are caused by the design of psychological tests which can be used to study the nature of special abilities, literary and artistic talent. 386 | This article was created on the occasion of the 135th anniversary of the birth of the Tatar scientist and teacher M. Kh. Kurbangaleyev. Here his scientific and pedagogical activity is covered. He is a famous methodologist, professor, honored scientist of the TASSR. M.Kh. Kurbangaleev developed more than a hundred textbooks on the Tatar and Russian languages, arithmetics, geography; he compiled dictionaries, teaching aids and manuals, comparative grammars, and visual aids. Thanks to his efforts, an analytical-synthetic sound teaching method was introduced into the practice of the work of Tatar schools. The article briefly describes his life activities, how he, from the ordinary son of a peasant, reached the position of professor at Kazan University. He was a follower of progressive teachers, a student of eminent scientists, such as V. A. Bogoroditsky and K. Nasyirov. M. Kurbangaleev, relying on advanced world pedagogical achievements and using his experience, develops a methodology for studying the Tatar and Russian languages in the Tatar school, as well as methods of teaching the Tatar language for Netar. When developing methods of studying languages, the teacher, first of all, relies on the principle of reliance on the native language. According to the scientist, the study of the second (non-native) language should go through the use of knowledge in their native language. 390 | The study of problems related to the study of the rich historical and pedagogical heritage of the Russian regions is of great importance as a direction for scientific research. An attempt is made to fill the existing information gap in the history of the development of private education in Irkutsk. Previously unknown documents which are stored in the Russian State Historical Archive and the State archive of the Irkutsk region are introduced for scientific use. Materials of pre-revolutionary periodicals are used. Statistical data on the national structure of the Irkutsk population in 1864, 1884, 1909 are submitted. Organizational and pedagogical aspects of the activity of the national schools are considered. 394 | Math anxiety (MA) is a feeling of fear, worry and discomfort when working with numerical information. Students with a high level of math anxiety tend to avoid mathematics and further study in areas where mathematical knowledge is required. This leads to a shortage of applicants for technical and natural sciences. The development of MA can be caused by: poor mathematical skills, genetic predisposition, socio-environmental factors. In fact, some of the same genetic and environmental reasons affect both math ability and math anxiety. This paper discusses such methods of MA regulation as: expressive writing, reappraisal, relaxation, meditation, mindfulness, art therapy, bibliography, music therapy, and psychophysiological methods (i.e. transcranial stimulation). The effects obtained by these methods, its implementation, as well as potential applications in terms of their effectiveness and reliability have been covered. The studied methods have practically not been tested on Russian samples. Therefore, their further study and experimental verification are required. Regulation methods also require testing in real conditions of the educational process. The new reality of blended and online learning could trigger math and academic anxiety. It is important that some of the proposed methods can be indirectly applied to other types of “academic anxiety” (anxiety caused and experienced by students for other specific discipline). 395 | In psychology, special attention is paid to research activities conducted in extreme conditions (the limit of physical and mental stress, risk, time constraints, etc.). Such conditions create significant difficulties for a person, and effective overcoming is impossible without strongwilled efforts, without conscious mobilization of all forces, without the necessary regulation of actions and internal states. Sport tourism refers to extreme actions that make special demands on physical, technical, tactical and psychological training of athletes. Extremity of the sport is determined by the conditions of the surrounding environment: severe climatic and geographic characteristics, set local (passes, peaks, mountain passes, crossing rivers, canyons) and the longest (vegetation, swamps, talus and moraines, sand, snow and ice patches) obstacles. The success of overcoming these constraints depends on many properties of the individual athlete, among which one of the fundamental is strong-willed activity. Currently, the authors do not have a definite opinion on the number of qualities involved in an internal Act, among which are called dedication, initiative, self-reliance, determination, perseverance, self-discipline, self-control, endurance. However, the available literature studies are missing, assessment and improvement of volitional sphere athletes engaged in adventure tourism. The article discusses components of volitional activities of students engaged in extreme sports activity - tourism: creativity, self-reliance, determination, perseverance. Compares these qualities with similar indicators in the group of students involved in playing sports - volleyball and basketball. It is shown that the extreme sport activities create conditions for more intensive formation of a strong-willed personality activity. 396 | In this article we identified effective conditions of professional development for senior management. We briefly discuss importance of life-long learning concept and its development in the context of Russian educational system. We determine “support” in context of professional development methods, briefly describe and analyze several forms of it: tutoring, mentorship, coaching and educational consulting. Tutoring is characterized by transmission of knowledge in professional areas from a tutor with a slight touch on psychological aspects that are essential for success. Those psychological matters are covered in mentorship form of professional development. Mentor is usually a senior colleague who knows well all professional requirements of a certain position and can identify the needs in non-professional sphere. Informal way of mentorship is called budding. Coaching is usually conducted by nonprofessionals and in some sense opposite to tutoring. It is focused on psychological aspects that determine a person’s personality in the context of profession: personal and professional values, understanding of high-level goals in life etc. Key difference of educational consulting from all other forms of education is that advices are provided when needed, when a person identifies his needs unlike other forms which provide holistic support on the whole length of educational journey. We also emphasize importance of further research on conditions for professional development during life-long educational model. 397 | The article presents an analysis of the scientific contribution of employees and teachers of psychology of Buryat State Pedagogical Institute (now – Buryat State University) in formation and current state of the higher psychological education in Eastern Siberia. Chronologically presented the contents of the main stages of history of development of sociopsychological faculty of Buryat State University from the moment of organization of the Department of Pedagogy and Psychology in 1932 to the present. Destinies and biographies of the first teachers of psychology, who made the most noticeable contribution to the organization of teaching psychological disciplines in higher education institution are traced. Notes the role of famous Russian scientists from the central universities and the leading psychological agencies of the country (research supervisors of graduate students, scientific consultants of doktorants), with support and assistance of which in the second half of the XX century training of highly qualified specialists for the leading higher education institution of Buryatia was carried out. It is shown that more than half a century later, the educational and scientific traditions of training in psychological disciplines put by the first teachers, are adequately continued by the new generations of university teachers–graduates of sociopsychological faculty of Buryat State University in the organization of educational process on the relevant departments and faculties of psychology of the Siberian and Russian higher education institutions. Specificity of learning in the School of joint activity is expressed in the mastering by the students a system of action for the joint design of their education. The article presents the structure and dynamics of actions in educational design throughout the entire period of students’ education from primary to secondary school. The process of learning actions by the educational design presented in the form of complex maps, which reveal the logic for formation of the action and the relationship between them. In the logic-based action learning in educational design the main line of the school is laid for organizing the processes of meaning formation. The generation and realization of the values of the participants in education is reflected in the cards and presents evolution from simple, primary representations of the participants in learning about the subject studied to their transformation in the meanings, goals, values and norms of education. 399 | This article is devoted to the study of the formation of coherent speech of preschool children with normal and impaired speech development. The article analyzes the concept of the leading Russian scientists to study the features of speech development in children with general underdevelopment of speech. Within the framework of this problem, it is urgent to consider the issues of formation of an independent construction of a story in older preschoolers with the norm and disorders of speech development. This is due to the fact that the mastery of storytelling is a qualitative transition to a completely new level of verbal activity of a child, which is important in the overall mental development of a child. The idea that preschool age is favorable for intensive development of monological speech and coherent utterance is substantiated. Preschoolers fully learn the skills of semantic, syntactic and morphological structure of the native language. The article discusses and summarizes the features of speech development of preschool children with General underdevelopment of speech. The article presents empirical data on the errors in the development of independent storytelling in preschool children. The reliability of the results is substantiated by the comparative analysis of the peculiarities of formation of the plot of preschoolers with general underdevelopment of speech and normal speech development. On the basis of the comparative analysis, vocabulary, grammar and syntactic difficulties of preschool children in construction of the coherent statement are revealed. In conclusion, on the basis of the above conclusions, the need to develop recommendations for correcting the features of self-compilation of a story among older preschoolers with general underdevelopment of speech is justified. 400 | The introduction of universal primary education in the activities of the State Duma of the Russian Empire was for a long time not under the attention of the researchers, and interest in the topic increased due to the restoration of parliamentary traditions and deep reform of the education system. Historical sources show that at the beginning of the XX century, this issue was probably the only one that did not cause disagreements between political parties. But it was never resolved because of the six years of discussions between the factions in the State Duma, the Duma and the Council of State, the Parliament and the Government on related issues – the mandatory or granting of the right to receive primary education, the amount of funding and the nature of the management of Ministerial and Church schools, the language of teaching in primary schools in areas with non-Russian populations, about the role of local governments in the development of school Affairs, and others. The First State Duma, owing to its short existence, was unable to consider the draft law on the introduction of universal primary education, the Second Duma began its work, but its early dissolution did not allow any significant decisions to be taken on the issue. The Third State Duma was the only one in the pre-revolutionary history of Russia that lasted a full term of office, and the results of its activities in the field of education gave it the name “Duma of national education”. More than 300 legislative initiatives in the field of science and education were considered, including 15 draft laws on primary education, and additional allocations for primary schools increased by almost 40 million rubles a year. But the bill passed by the Duma on the introduction of universal primary education did not pass in the State Council. The Deputies of the fourth convocation again discussed the content of the draft developed by the Third Duma. The main cause of the conflicts was the issue of parochial schools. The last time in the history of the Duma a bill was introduced by the Minister of Public Education, P. N. Ignatiev, on 28 August 1916, but the decision on it was never made. However, during the years of operation of the State Duma, unprecedented resources have been allocated for the development of primary education, the training of teachers, the salaries of teachers and the construction of new schools, and public spending on schools almost doubled.
