| 401 | The article highlights the issues of the development of the quality of higher education under modern conditions through the provision of the network interaction of the universities. This article clarifies the concepts of “quality of education”, “network (joint) educational programs”, “academic mobility”, reveals the essence of the content of network interaction. The main contexts that determine the actualization of the network interaction of universities in Russia and abroad are identified. The practice of implementing the network interaction of Tomsk State University aimed at the ensuring of the academic mobility of students is described. The analysis of scientific and pedagogical literature on the development of the quality of education is presented. The article presents that in order to achieve the quality of higher education under modern conditions, it is necessary to substantiate the potential of university networking and to ensure its conceptual apparatus. Through the combination of the benchmarking survey, analysis of the university regulation documents and a set of the interviews with the Russian and international students – participants of the academic mobility programs, a deeper understanding of the importance of the universities’ networking interaction is developed. | 402 | The purpose of the article is to identify the characteristic features of the organization and logic of evolving the tendencies of elite family upbringing and home education as well as the content of the state policy in the sphere of regulating the relations of upbringing in the family and to define on that basis the stages of development of these processes in the period of the 18th – the early 20th centuries. The organization of the research takes into account the evolution of educational practice which allows us to track the logic of the formation and development of elite family upbringing and home education. We defined the criterial features characterizing the peculiarities of the content, organization and methodology of elite pedagogical processes going in the family in the period under study. Thechronological frames of the research are grounded. The periodization of the historical development of elite family upbringing was conducted on the basis of correlation with the factors of elitization of the personality under the conditions of the family. Among the most important are the content of family upbringing and home education, the sum total of the means, methods and pedagogical techniques, requirements for the personality and professional characteristics of home teachers and foreign family tutors and others. At the first stage (the early 18th – the 1750s) of the development of elite family upbringing and home education in Russia the basic characteristics of realizing an interaction of adults and children for the purpose of creating an elite personality are formed. The second stage (from the 1760s to the early 19the century) can be characterized by the influence of the forming system of state education on the best practices of family upbringing. The third stage of evolving elite family upbringing and home education (the early 19th – the 1840s) is connected with returning to national values in family upbringing practice, weakening the influence of foreign family tutorship on the formation of moral sphere of elite personality. The last period (the 1850s up to the revolution of 1917) can be characterized by the fact that all the most significant elitivist tendencies and traditions of family upbringing and home education reached the highest degree of their development and manifestation. The periodization of the development of elite family upbringing and home education in Russia in the 18th – the early 20th centuries suggested by us allows to identify the time stages of the genesis of these pedagogical processes, to single out the main tendencies of their historical evolving, to trace the peculiarities of emergence and manifestation of elitivist educational tendencies in families of the nobility and merchants belonging to the elite, in the family of the emperor. | 403 | The development of musical training system in the People’s Republic of China (PRC), based on national traditions, both theoretically and practically, from its origins to the era of digital technology, is considered. For this purpose, the theoretical notions of musical professional education in China are systematized in correlation with the main historical stages of the country’s development and in the conditions of its reform. It is shown that modern music education in China dates back to the early twentieth century, when other countries had already formed music schools (in the broadest sense of the word); accordingly, the formation of Chinese musicology and music teaching methods initially relied on foreign traditions, including them in the millennial practical experience of mastering the musical art, accumulated by the ancient civilization. Since the adoption of the Western system of music education, many music courses and teaching methods have remained unchanged for many years. Modern music education places greater demands on the education of the teacher of higher education, the structure of knowledge, cultural development and quality of teaching, including mastery of digital technologies. At present, the level of training of Chinese music teachers is uneven, and it takes a large number of dedicated, hard-working, high-level music teachers to fill the gaps in Chinese music education that are holding back the development of Chinese music. | 404 | The article deals with the issue of updating the courses in intermediate vocational institutions for the purpose of the prevention of extremists’ activity which is the result of the globalization and development of IT infrastructure. The authors point out the necessity of qualifying the students in the humanism and socially desirable behavior during the studying of the disciplines of sciences, humanities and vocational training courses. The authors pay attention to the fact that the updating according the scheme: informing – arranging – modeling – applying, allows the science educator to emphasize the extremists’ threats that lie in scientific information, the best and peaceful use of the current opportunities that the achievements of science bring as well as the prediction of the consequences of the industrial disasters. | 405 | The current situation is characterized by changes in various spheres of human life, leading to a significant restructuring of his activities, condition. People react differently to changes. They plunge some into a state of stress, confusion about the future, while others are mobilized, put in front of the need for change. The different position and behavior of a person in a situation of change are largely determined by the resources that a person possesses. In this situation, the problem of studying the self-regulation of the individual, his active life position in the changing conditions of study, work and everyday life becomes relevant. The subject of discussion is increasingly the question of what can serve as psychological resources for a person in a situation of transitivity. This question is especially relevant in relation to students, their personal readiness for activity. Students of Tomsk universities took part in the presented study (N=263). It used regression and cluster analysis. The results of the study showed that emotional intelligence, motivation, values of preservation, values of openness, goal-setting and reflection should be considered as psychological resources of personal readiness for students’ activities. The results of the study have theoretical and practical significance. They actualize the issue of taking into account the competencies of future specialists who will have to work in new conditions. The results of the study indicate that the professional training of specialists should include not only the acquisition of fundamental knowledge and professional skills, but also the development of personality in the educational process. | 406 | The article discusses the main forms of labor education, as well as the impact of labor on the lives of women serving sentences in prison in the Siberian and Ural Federal districts. Statistical data of the Federal Penitentiary Service on the number of women serving sentences in places of deprivation of liberty, including how many of them have been released from correctional institutions over the past year, are given. The results of the study are analyzed by methods of collecting information, questioning and interviewing in correctional colonies of general regime for the detention of women who previously served imprisonment. The normative legal acts of the criminal executive legislation of the Russian Federation, the federal target program for the development and further improvement of the criminal executive system, including the creation of additional jobs for convicts serving sentences in prison, are analyzed. In addition, the amendments are interpreted in order to attract convicts serving sentences in the areas of the colony-settlement of the correctional institution to work. The issues of realization of the rights and freedoms of convicted women in correctional institutions, further improvement of the mechanism for employment, especially for those who have executive documents, are considered. Recommendations are given on the use of methods and techniques of labor education of women serving sentences in prison, contributing primarily to their correction and the formation of their respectful attitude to the person, work, society, increase their educational level. Thus, labor education strengthens self-esteem, importance for the immediate household environment of women who previously served sentences in correctional institutions. | 408 | The choice of education program, matching of education to the interests of the senior pupils creates the foundation for a successful professional identity in the future. However, indepth study of the profile of specific disciplines in practice leads to disharmonious development of interpersonal relationships between senior pupils. In the study of interpersonal relations of senior pupils took part 59 pupils of 9th grades (15–16 years old) in sociohumanitarian, natural science, physics and mathematics profiles of education. Compiled socio-psychological reliefs classes, sociogram, the analysis of significant differences in Student’s t-test revealed significant differences in the nature of the relationship between senior pupils with different learning profiles. “Humanitarians” show the highest level of team development and desire to communicate with each other, senior pupils of natural science profile show the average level of relations development – formal relations, senior “mathematics” pupils do not seek personal communication, and prefer only business contacts. A similar structure of interpersonal relations have natural science and socio-humanitarian groups, both have the structure of the team, while physical-mathematical profile forms large individuality in interpersonal pupils’ contacts. The results indicate that we observe a trend to limiting of self-conception, interests, values correlating only with the scope of professional activity, which is a factor of disharmonization of interpersonal relations, and professional identification performs an inhibitory function towards other abilities and interests. The effective implementation of objectives of the learning profiles is necessary to carry out the work aimed at mitigating negative effects and enhancing positive ones. You need to define the priorities of harmonious relations in classes of different profiles of learning: a resource for socio-humanitarian class can be considered conditions for the development of effective communication included in activities with clear targets, which will decrease the risk of false identification of the profession as «communication»; for the class of natural sciences it is necessary to expand the content of the communication, which will reduce the effect of formal relations; for the class of physics and mathematics it is necessary to create situations where interaction is not related to necessary activities, and to show them the joy of meetings and the value of communication with others, developing personal resources and potential. | 409 | The article is devoted to the problems of interaction between the School and the University as social institutions, the structures of the system of continuous education. School as an indispensable but insufficient stage of continuous education is defined in the research as a human potential development institution. Higher education, the next stage of continuous education, is a tool for the development of human capital. | 410 | The problems of assessing the level of formation of professional competencies of students studying undergraduate programs are revealed. Despite the massive transition of Russian universities to the European level system of higher education in 2011, many issues of functioning of higher education in Russia remain unresolved. The main problem that still causes the greatest number of discussions in the University environment is related to the assessment of the level of knowledge, skills and skills that should be formed according to the competence approach in the framework of the implementation of the main professional educational program in accordance with the requirements of the current Federal state educational standard FSES 3++. Many Russian universities have developed their own internal systems for assessing the level of professional competence achieved. These evaluation systems differ from each other in their approaches to conducting evaluation procedures, the tools and methods used. However, none of the methods considered can guarantee a high degree of reliability of the results obtained, since it is based on a mixture of the new and old paradigms of higher education. The reconstruction of activity of the modern teacher actualized by the change of students’ training principles is investigated. A survey of students of Altai State Technical University and Altai Economics and Law Institute was conducted. These questionnaires allowed the author to conclude that the type of educational institution does not affect the role of the teacher in the development of the individual students’ creative potential, there are significant reserves for the development of creative qualities of the individual student associated with the pedagogical conditions of education, upbringing and personality of the teacher. About two-thirds of students can be “woken up” for creativity if necessary preconditions are created for it: democratization of process of training, granting the right of the choice of subjects for studying, increase of specific weight of discussion and game types of occupations, target selection of the teachers possessing creative qualities. | 416 | The article is devoted to the analysis of the courses “Economic and Social Geography of the West Siberian Region”, “Regional Studies” and “Toponymy” for the formation of Siberian identity of students at Tomsk State Pedagogical University. The most effective forms of practical training were determined, their methodical description and recommendations for its implementation were given. The Siberian identity of students is not possible without knowledge of this region. The content of the course “Economic and Social Geography of the West Siberian Region” includes a brief history of the region’s development, a description of the natural resource potential, population, features and prospects of the economy. “Toponymy” includes the study of geographical names of Siberia. “Regional Studies” develops knowledge about the native region (village or city) and the ability to apply this knowledge in the management of regional studies with schoolchildren. During training, students form universal and professional competencies that will allow them to more effectively organize school and extracurricular activities for the study of Siberia. Students at the university perform the following practical work: mapping of unique natural objects, monuments of architecture and art of Tomsk and Tomsk Region; development of excursions for schoolchildren in historical, cultural and natural attractions of Tomsk, Tomsk region and Siberia; compilation of the genealogical tree of their families, the study of the etymology of geographical names. As a result, students develop a holistic overview of the West Siberian region and there is a desire for its further study. The results of the survey “Do I Know Siberia?” showed that the majority of students, including those who came from other regions of Russia and abroad, identify themselves with Siberian region. The presented methodical development of practical classes for students can be used in retraining and advanced training of geography teachers, as well as for conducting geography lessons and extracurricular activities in general educational organizations of Siberia. | 418 | The article poses the problem of searching for successive links in the formation of universal educational activities in the transition from primary to basic school. This problem is actualized by the introduction of Federal Educational Standard and by the search for practicing teachers of the effective methods to form and diagnose universal educational activities at different age levels. The authors analyze the experience of the School of Joint Activity in this direction, in particular, describe the performing of a general school seminar, the purpose of which was to show the specifics and increasing of different groups from primary to basic school. | 419 | The article presents the results of the research conducted by the author in Tomsk State University (Russia). The work draws upon the concept of the Iconic Turn and its potential for educational communication development. Contemporary education has to be sensitive to Iconic Turn consequences and to modify its educational environment via means of visual mediation. Our research aims at deconstructing the existing system of background knowledge and convictions as the basis of self- and the word-around-us description. Such deconstruction which will result in more critical perception of the reality within and around an individual is to be conducted by ‘forced slowdown’ of behavioral automatic mechanisms created by traditional educational practices. The research is conducted within microethnographic approach which focuses upon ‘what is happening right here and right now’ in the space of inter-communication. The author conducted several educational events with the use of a visual stimulus as an agent of destructive educational mediation. The experiment outcomes provoke discussion about the gaps in educational communication emerging when visual stimulus is presented to student audience in a class. The article describes the experiment set in Tomsk State University at deconstructing the existing system of background knowledge and convictions as the basis of self- and the wordaround- us description. During the experiment the organizers carried out the ‘forced slowdown’ of nominative and interpretive processes. The aim of such strategy was to create a ‘conflict situation’ in which the gap between the stimulus itself and the pre-created perception of that stimulus has been observed. The research has resulted in two main conclusions. First, students face difficulties in expressing themselves in communication as they base their utterances on the logic of the textual mode while they deal with an artifact of the visual mode. Second, students’ communicative strategies depend not on the content of a visual stimulus but mostly on its ‘perception’. Thus, future advancement of the existing educational practices is tightly connected with the new visual mode implementation. | 420 | The main results of scientific research within the framework of the DAAD program «Research Stay for University Academics and Scientists» at the Institute of Meteorology and Climate Research of the Karlsruhe Institute of Technology (Germany) are presented. Cloud-toground lightning destroy buildings, turn off power lines, disable expensive equipment, and also injure people and even kill people. Lightning activity has a spatial and temporal inhomogeneity. The studies were devoted to the analysis of the causes of the inhomogeneity spatial distribution of thunderstorm activity over the territory of Central Europe for the period 2001-2014. Conclusions are drawn about the influence of not only the characteristics of the state of the atmosphere, including favorable synoptic conditions, on the spatial inhomogeneity of thunderstorm activity, but also the influence of the underlying surface, in particular of different types of landscapes (city, forest, field, lakes, etc.). The results obtained can be used to indirectly estimate the spatial distribution of thunderstorm activity characteristics over areas not equipped with lightning detection systems. In addition, the specifics of the teaching of meteorological disciplines at the Institute of Meteorology and Climate Research of the Karlsruhe Institute of Technology have been studied. | 421 | The article considers the state of modern pre-school education in Russia and Mongolia. It is indicated that in both countries, preschool education of children is a rightful and integral part of the state system of general education, which assumes the continuity of the educational process with ensuring a harmonious transition of children from preschool to primary school education. The article focuses on the goals and objectives of the education of children of senior preschool age, formed in the normative documents of Russia and Mongolia, based on personality-oriented pedagogy. The importance of understanding the current tasks of preschool childhood in both state educational systems is noted not from the point of view of preparing five- and six-year-olds for systematic education in school, but from the point of view of forming a viable personality and intrinsic value of preschool age. A comparative analysis of the current state of pre-school education in Russia and Mongolia has shown that both systems focus on the needs and age opportunities of the child, with the right to choose institutions, programs, forms of activity, methods of education and upbringing. It is concluded that the system of pre-school education in preschool institutions in Mongolia is at the stage of development, while in Russia there is sufficient experience to spread and enrich the educational system as a whole. | 422 | Smartphone addiction has become widespread in society. As a result of studying the personality traits and mental states of smartphone addicts, many negative consequences of this addiction have been identified that negatively affect the psychological well-being of its victims. The negative consequences of smartphone addiction (anxiety, depression, stress, dissatisfaction with life, etc.) contribute to the psychological distress of its victims. The purpose of the study is to identify in students, boys and girls, the alleged links between smartphone addiction and impulsivity, narcissism, lack of assertiveness, vulnerability to manipulation, dependence on social networks and its factors. Boys and girls have statistically significant relationships of smartphone addiction: positive - with impulsivity, addiction to social networks and all its factors («Psychological state», «Communication», «Receiving information») and negative - with assertiveness. Boys also have a positive relationship between smartphone addiction and sleep problems and negative relationships with narcissism and mood, while girls have a positive relationship with cravings for smoking. In girls, dependence on a smartphone is statistically significantly higher than dependence on a smartphone in boys. The “Loss of control” factor contributes to the greatest degree of dependence on the smartphone. The positive relationship between smartphone addiction and impulsivity and social media addiction is similar to the previously obtained foreign results. Established links between women and men depending on the smartphone with non-assertiveness and with all factors of dependence on social networks are new, both for domestic and foreign studies. The results obtained in this study can be used by curators, psychologists and social educators of the university to explain to students about the dangers of excessive smartphone use. The presence of a high degree of dependence on a smartphone may signal to these professionals the need to provide appropriate targeted assistance. The meaning-generating activity of the teacher is analyzed as an effective condition for the organization of educational influence on the personality of the student, its developing potential and possibilities of use in the school system are presented. Possible means and forms of realization of the meaning-generating activity of the teacher for the development of moral consciousness in students are considered. The transforming activity of the teacher is analyzed as a means of constructing educational forms of work with students in order to form their experience of moral behavior, the specifics of its content is discussed in accordance with the age characteristics of the student. The possibilities of implementing the educational activities of a teacher through the use of imaginative means in the educational activities of students are analyzed. | 424 | The article is devoted to the problem of the interrelation of neuropsychological systems of activation and inhibition of behaviour with negative emotional experience of personality in students: irritability, resentfulness, vindictiveness and suspiciousness. In total, 56 students – future psychologists of Cherepovets State University took part in the study, 6 men (11 %) and 50 women (89 %), average age 19±1,3 years. As diagnostic tools, the Carver-White questionnaire adapted by G. G. Knyazev, the author’s questionnaire for identifying irritability to people, the questionnaire «Personal aggressiveness and conflict» by E. P. Ilyin and P. A. Kovalev (scales: “Resentfulness”, “Vindictiveness”, “Suspiciousness”) were used. The processing was carried out using methods of mathematical statistics, Spearman rank correlation coefficient was applied. As a result, it was found that negative emotional experiences can occur both when the system of activation of behaviour is excited (irritability and vindictiveness), and when system of inhibition of behaviour is excited (irritability, vindictiveness, resentfulness, and suspiciousness). In the first case, they can find expression in real behavior in the form of aggressive actions, and in the second case – in restraint or in replacement of real behavior with imaginary. The results obtained expand the understanding of modern psychology about the role of neuropsychological factors in human behavior and the determination of his emotional experiences and can be used in the work of curators of student groups and in the activities of the university psychological service. However, the transition from the traditional education system: the knowledge, skills and abilities to professional competencies, requires for the higher education system to revise approaches of learning. One of such approaches is the use of various forms and methods of training that contribute to the formation of key competences for students. The right to choose the forms of education or their combinations remains with the teacher-specialist, but the set of specific competencies is governed by the basic educational program for the corresponding directions of training graduates. One of the most effective forms of organizing group training is a business game. Formation of competencies for the students occurs through gaming activities aimed at modeling the real professional situation in the course of performing certain social roles for the participants. Business game on the topic: “Statistical distribution of the sample. Empirical distribution function” in the direction of preparation “Economics” (qualification of the graduate “bachelor”) was aimed at solving the problem of organizing the collection and further processing of statistical data. In the course of the game, a simulation of activities aimed at collecting and processing statistical data takes place. The goal for the students was to construct an interval statistical series, empirical distribution function and histogram of frequencies (relative frequencies). The basis for the development of this business game was making the conditions simulating the process of analysis of statistical data at different stages, each of which relies on data from the previous stage, so that all participants felt responsibility for the accuracy and unbiased of the obtained data. As the results of this lesson, the basic knowledge on the research topic was actualized and the students achieved the required level of competence in accordance with the educational program of the discipline. The main results of the activities of the business game participants were reflected in the abstract form, and as an illustration, they are presented in this article. | 429 | Adolescence is a critical age for developing one’s own idea of social-normative assessment. This occurs in the correlation of the emerging system of one’s own assessments with different social contexts and the self-attitude of a maturing person. In line with the new direction of research on gender socialization in a transitive society, the question of the specifics of this relationship among adolescents of different sexes is of particular interest. In the corresponding study with the participation of Krasnoyarsk teenagers (N=145), the following were used: the author’s “Questionnaire of Evaluative Ideas”, “Self-Attitude Questionnaire” by V. V. Stolina, S. R. Pantileeva, “Self-Concept Scale for Children” (methodology of Piers-Harris Children’s Self-Concept Scale by E. Pierce and D. Harris, adapted by A. M. Prikhozhan). Correlation analysis of the data showed that the connection between evaluative ideas and characteristics of self-attitude in samples of girls and boys has common and distinctive features. Common ones include the connection with a positive self-attitude of the prosocial nature of one’s own assessments and the perceived assessments of friends, as well as the greater tolerance, according to adolescents, of assessments by parents and other adults of anti- and antisocial actions. Specific features include a significantly wider range of connections between evaluative ideas and self-attitude in the sample of girls and a different structure of distribution of these connections among adolescents of different sexes. For girls, the greatest number of significant connections with the characteristics of selfattitude have assessments of manifestations of social success, for boys - assessments of compliance of behavioral manifestations with ethical requirements. As well as a large number of connections between approving assessments and self-attitude, manifestations of honesty stand out in girls, and balanced behavior in situations of disagreement in boys. | 431 | The problem of conceptual underdevelopment of the supervisory practice of tutor support is discussed. The reason for the absence of theoretical models of supervision is seen in the empirical outstripping of this practice in relation to the conceptual reflection of tutoring as a type of professional activity. As a possible theoretical model for the supervision of a tutor, a “tutor system” is proposed, similar to the psychotherapeutic supervision system, which includes 3 types of focus of attention: on a tutorant, a tutor, and the process of tutor support. The content of supervision is indicated, which is determined by each of these angles of attention. Behavioral patterns characterizing tutors and tutorants are described, the corresponding deficits of subjectivity and identity are identified. Deficiencies in educational and professional subjectivity, as well as diffuse educational and professional identity, are defined as criteria for identifying a “complex” supervisor and tutorant. | 439 | The article is devoted to the influence of the Bologna process on the system of Russian education. For the last decade there has been a massive transfer of higher education to a twolevel system: bachelor – master. To obtain a bachelor’s degree, you must complete 4–5 years of training, masters are to study additional 1–2 years. A single-level system with obtaining the qualification “specialist” remains for some professions and areas of education. The reason for the transition to this model of education was Russia’s accession to the Bologna process in September 2003 at the Berlin meeting of European ministers of education. It should be noted that the reformation process was fully justified and we expect, since the optimization of such spheres of the state’s life as political, economic and social should have led to changes in the field of education. The article focuses on the difficulties appeared in non- linguistic universities in connection with the transition to a two-level education system and a significant reduction in hours of foreign language. We propose ways for solution of these problems, allowing students to master strategies, develop personal knowledge, interact with other subjects of the educational process and with the world as a whole. Among personal characteristics, values occupy a special place, since they largely determine the orientation of the person, behavior, relationships with other people, success and effectiveness of the activity. Interest in value research is growing today. This is due to the transition of society to an innovative path of development, the complexity of the tasks that arise in front of a person. Of particular relevance is the question of studying the values of young people, since the future of the country and society depends on them. In a study of students’ values by the method of R. Inglehart, it was found that among the criteria of “traditionality- survival” they have the predominant value of “survival”. Young people focus more on financial well-being, accumulation of resources, rejection of marginality and foreignness. They respect authoritarianism, adhere to the traditional distribution of gender roles. Among the parameters of the methodology “Refined Theory of Basic Personal Values”, the priority is “preservation” among students, where the main criteria are traditionality, power, security, conformism. In the second place, young people have the “openness” parameter, which is associated with independence, aspiration for novelty and deep emotions. It is important to note that the values “self-affirmation” and “self-determination”, which are opposite in Schwartz’s theory, have the same number of points. The inconsistency in the choice of values reflects the changes taking place in society, the transitivity of time, and is also due to the age of students associated with setting life goals in youth, the formation of worldview positions, and the realization that social standards and universal values are important in society. It is stated that after excursions religious culture does not cause rejection, interest is shown in religion as an element of the spiritual sphere of society. Of particular importance is the tour for undergraduates who are teachers. In the course of visiting excursions, undergraduates acquire new knowledge that allows them to better understand the processes of ethnoconfessional interaction in the city of Tomsk, and learn to organize such excursions, which is especially important for practicing teachers. Such integration is impossible without becoming involved in religious practice. The most effective form of educational activity of students is the organizational and activity game Find problem and solution at the heart of which is the students’ search and solution of the problem situations presented in films. During the game, each student performs a specific role – director, screenwriter, actor, which allows showing and developing various educational positions. Director controls the entire process, and is responsible for the entire result of the work. Screenwriter prepares the scenario of a solution. Actors play the scenario written by screenwriters. As a result of joint activities during the game students develop abilities to educational actions, understand their sense; to acquire teamwork skills with others; start showing initiative and a subject line item. The leading idea of a research is that students, being involved in joint activity during the game, seized various ways of the organization of educational activity, and then “transferred” these ways to their own independent activity. This involves not only acquiring relevant terminology in a particular area, but also the means of expression specific to this subject field, thus ensuring nativelike speech in a foreign language. The article posits that one of the tools which can be successfully used to achieve this goal is narrow reading. The benefits of using narrow reading by translators to expand their linguistic knowledge can be justified by its ability to: 1) highlight the preferred ways of expressing certain ideas, conveying meanings and describing situations used by native speakers; 2) ensure comprehensive knowledge and long-term retention of new vocabulary; 3) encourage the process of constructing knowledge of a foreign language. It has been concluded that the effectiveness of using narrow reading for achieving the above-mentioned aims depends on the following factors: 1) awareness of the types of linguistic means which ensure nativelike speech; 2) the ability to notice means of expression specific to a particular subject field used by native speakers to convey specific ideas and meanings; 3) the ability to adequately use these linguistic means when speaking a foreign language. The article emphasizes difficulties in choosing authentic audio and video materials such as time consumption, curriculum relevance, significance and authenticity; it gives an overview of modern Internet resources available for everyone. As a result, it suggests using video materials TED (Technology Entertainment Design) which feature lectures and animated lessons on different subjects. For students with a high level of English it is recommended to use TED Talks as an extensive listening resource, for low-level students TED-Ed is appropriate, as video lessons are animated, short and easy to understand. All video materials TED are available online to the public, supplied with free transcripts in English, and subtitles which is also important to develop interest, motivation and commitment to studying. The article demonstrates the examples of video lessons TED for non-linguistic students of different specialties (technical, humanitarian); it describes stages of working on developing listening skills, necessary conditions, and types of exercises, which prove their effectiveness in audition. | 447 | In the objective processes of integration and unification in the field of education, each national system relies on the existing potential and accumulated domestic experience. The purpose of this article is to reconstruct and generalize the experience of the Far Eastern authorities in reforming teacher education and teacher training institutions during the Civil War. The main source for writing the work was archival materials stored in the funds of the Russian State Historical Archive of the Far East. The Ministry of Public Education of the Provisional Siberian Government has repeatedly raised the issues of transformation of the teacher training system, but no substantive bill was adopted. Since 1919, Ministry of National Education of the government of A.V. Kolchak dealt with education, and this period is associated with the increased decentralization of management and the introduction of the institute of commissioners. Since the end of 1920, the regional governments operating in the Far East formed a policy towards pedagogical educational institutions under the influence of the ideas of the People’s Commissariat of Education. Regional authorities, despite their desire to democratize governance institutions, have not been able to overcome the inertia of accumulated problems in the field of education. The legislative activity of the Ministry of Public Education of the Provisional Siberian Government was ineffective and short-term. With the transition of the Far Eastern territories under the jurisdiction of local government bodies, regional departments of public education followed the path of reforming individual pedagogical educational institutions. On the path of the reform, the government of the Far Eastern Republic has moved a little further than the Siberian Government. The reforms were based on the soviet principles of school development. As the general crisis intensified, the local authorities took less and less into account the opinions of the professional pedagogical community, and more and more often the changes were of a prescriptive nature. As a result of ill-considered reconstructions of teachers’ institutes and seminaries, the system of teacher education that required reforms but was well-coordinated and developing, was destroyed, replaced with ineffective transitional and limited forms that cost significant organizational and financial efforts, and the planned reforms were not implemented properly. | 448 | The article proves the necessity of the application of interdisciplinary connections to improve the process of teaching foreign languages at non-linguistic medical school. It is caused by general scientific and cognitive preconditions which in total form the theoretical basis for the application of interdisciplinary connections during educational process. The author pays attention to the multilateral interconnections of a foreign language with some professional disciplines (between language disciplines, namely English and Latin, and not language ones, English and Anatomy and Physiology) being taught in the first year of the Medical University and considers them to create some necessary conditions for the effective studying and applying a foreign language in practice. | 449 | The study is devoted to conceptualization, examination of the content of activities in the university’s and school’s network educational project “Formation of the professional culture of teachers in the modern educational situation: the interaction of university and school in the context of the transition to the new Federal state educational standards for secondary (general) and higher professional education”. The article presents the reconstruction of the project seminar “The use of personality-oriented technologies for the development of student’s text activities of in the process of their preparation for the final certification in the Russian language in the format of the requirements of the Unified state exam and the General state exam”. The organizers, participants of the seminar (bachelors, undergraduates of Faculty of history and philology of Tomsk State Pedagogical University, students of the 11th grade of high school, teachers and philologists of Tomsk) comprehend the experience of developing textual activity using a pedagogical resource of personality-oriented technologies. The article demonstrates how in the space of the seminar the different educational content of the joint action is manifested. For the formation of the knowledge resource of students – normativefunctional, implemented in the task lesson. The activity component of the development of a textual activity of the seminar participants is ensured through the use of value-subordinate relations arising in the context of the lesson-problematization. The semantic component of the educational content of joint activities is formed in the dialogue, in the context of mutually complementary relationships. Dialogue in this context acts as a catalyst, triggering the development of textual activity, which occurs through the use of other forms of joint activities: normative and project. Changes in the content of education occur in the logic of the plot of meaningful activity: the appearance, development, and registration of the meanings of participants in the cultural norm. A methodological tool that allows using different forms of its organization in joint activities can be the technology of the development of critical thinking through writing. The use of such techniques as “Cinquain”, “Directing text” ensures the development of textual competencies necessary for students to write essays in accordance with the requirements of the Unified state exam and the General state exam. The content of joint activities designed and organized in such a way allows to implement the competence approach in education. The competence resource of the project participants representing the University is formed, the development of students’ universal learning actions are carried out. | 450 | The article is devoted to analytical survey of monographic studies made by the teachers of Tomsk State Pedagogical University on the problems of historical development of historical development of general and additional education in the central Russia and Siberia territories. A distinctive feature of these studies is that they represent the historical experience of the teachers’ seminaries, institutes, schools, the first pre-revolutionary institutions of additional education: summer recreation colonies – the prototype of modern children’s camps; School-Manezh as a precursor to the modern art centers of children and youth. The experience of these institutions from the modern point of view is innovative in teacher training, according to the forms of organization, content and methods of educational work with children, teenagers and students. The monographs show the successive connection of pedagogical ideas of the past with the demands of modern society.
