| 468 | In the objective processes of integration and unification in the field of education, each national system relies on the existing potential and accumulated domestic experience. The purpose of this article is to reconstruct and generalize the experience of the Far Eastern authorities in reforming teacher education and teacher training institutions during the Civil War. The main source for writing the work was archival materials stored in the funds of the Russian State Historical Archive of the Far East. The Ministry of Public Education of the Provisional Siberian Government has repeatedly raised the issues of transformation of the teacher training system, but no substantive bill was adopted. Since 1919, Ministry of National Education of the government of A.V. Kolchak dealt with education, and this period is associated with the increased decentralization of management and the introduction of the institute of commissioners. Since the end of 1920, the regional governments operating in the Far East formed a policy towards pedagogical educational institutions under the influence of the ideas of the People’s Commissariat of Education. Regional authorities, despite their desire to democratize governance institutions, have not been able to overcome the inertia of accumulated problems in the field of education. The legislative activity of the Ministry of Public Education of the Provisional Siberian Government was ineffective and short-term. With the transition of the Far Eastern territories under the jurisdiction of local government bodies, regional departments of public education followed the path of reforming individual pedagogical educational institutions. On the path of the reform, the government of the Far Eastern Republic has moved a little further than the Siberian Government. The reforms were based on the soviet principles of school development. As the general crisis intensified, the local authorities took less and less into account the opinions of the professional pedagogical community, and more and more often the changes were of a prescriptive nature. As a result of ill-considered reconstructions of teachers’ institutes and seminaries, the system of teacher education that required reforms but was well-coordinated and developing, was destroyed, replaced with ineffective transitional and limited forms that cost significant organizational and financial efforts, and the planned reforms were not implemented properly. | 473 | The development of students in the process of their preparation for professional activity is a significant factor. Among personal characteristics, values occupy a special place, since they largely determine the orientation of the person, behavior, relationships with other people, success and effectiveness of the activity. Interest in value research is growing today. This is due to the transition of society to an innovative path of development, the complexity of the tasks that arise in front of a person. Of particular relevance is the question of studying the values of young people, since the future of the country and society depends on them. In a study of students’ values by the method of R. Inglehart, it was found that among the criteria of “traditionality- survival” they have the predominant value of “survival”. Young people focus more on financial well-being, accumulation of resources, rejection of marginality and foreignness. They respect authoritarianism, adhere to the traditional distribution of gender roles. Among the parameters of the methodology “Refined Theory of Basic Personal Values”, the priority is “preservation” among students, where the main criteria are traditionality, power, security, conformism. In the second place, young people have the “openness” parameter, which is associated with independence, aspiration for novelty and deep emotions. It is important to note that the values “self-affirmation” and “self-determination”, which are opposite in Schwartz’s theory, have the same number of points. The inconsistency in the choice of values reflects the changes taking place in society, the transitivity of time, and is also due to the age of students associated with setting life goals in youth, the formation of worldview positions, and the realization that social standards and universal values are important in society. | 477 | The article is devoted to the influence of the Bologna process on the system of Russian education. For the last decade there has been a massive transfer of higher education to a twolevel system: bachelor – master. To obtain a bachelor’s degree, you must complete 4–5 years of training, masters are to study additional 1–2 years. A single-level system with obtaining the qualification “specialist” remains for some professions and areas of education. The reason for the transition to this model of education was Russia’s accession to the Bologna process in September 2003 at the Berlin meeting of European ministers of education. It should be noted that the reformation process was fully justified and we expect, since the optimization of such spheres of the state’s life as political, economic and social should have led to changes in the field of education. The article focuses on the difficulties appeared in non- linguistic universities in connection with the transition to a two-level education system and a significant reduction in hours of foreign language. We propose ways for solution of these problems, allowing students to master strategies, develop personal knowledge, interact with other subjects of the educational process and with the world as a whole. The introduction of modular training, the use of tests in the learning process will make it possible to coordinate the program of teaching foreign languages with a general curriculum, increase the competitive ability of Russian graduates and their level of professional training, and also organize turnout of highly qualified specialists with relevant skills for studying in European universities. | 478 | The article addresses the relevance of language training in the system of engineering education due to the change of modern educational paradigm towards the necessity of training a competitive specialist with a high degree of readiness to interact in the international professional environment. The analysis of the peculiarities and problems of language training in a technical university is the subject of a great number of scientific papers; however, this issue remains topical due to the permanent modernization of higher education and the improvement of training models and technologies. The aim of the article is to conduct scientific and methodological analysis of the processes of organization and management of language training, which had a unique format of experimental training at Tomsk Polytechnic University. The beginning of the “language boom” reforms can be considered as 1998, when the Comprehensive Program for Intensification of Foreign Language Training of Engineering Students was launched. By now this program can be the subject to analysis, as it has a 20- year history of evolution and by now there is no comprehensive description of the dynamics of language development in the scientific literature. The scientific and methodological analysis, including authors’ own pedagogical observations, is aimed at describing the five stages of language training development, identifying the causes that were the catalysts of change, evaluating measures to eliminate problems and contradictions, and measures that contribute to a more comfortable and effective environment for further development and formation. The authors describe and characterize in more detail the processes that are relatively innovative for the university system of language training. Adaptive language training instructional practices for undergraduates and elective courses of individual student choice have been considered as such processes. The authors conclude with their arguments regarding potential measures that could bring the situation to the level of qualitative changes and improvement of language training in other technical higher education institutions. | 480 | The article represents the results of the first stage of research aimed at identifying ethnically determined models of pedagogical interaction for teaching foreign languages as a part of the basic module of Bachelor’s programs at university. The need to organize multicultural interaction in a classroom makes institutions of higher education solve several acute problems. These are supporting intercultural dialogue in poly-ethnical student groups, accommodating ethno-cultural differences in the teaching process along with respect to national spirit of students, creating appropriate educational environment for intercultural communication, as well as integrating students into poly-ethnical environment of university. The experience of Kemerovo State University (KemSU) teachers and lecturers in training international students is under consideration. The study has been carried out with the use of pedagogical observation, comparative analysis, literature review, survey, questioning, and interviewing. The analysis of interaction between students and teachers in poly-ethnical university environment provides the basis to describe 1) interpersonal relationship and interaction within poly-ethnical student groups, 2) international students’ communication with university teachers and lecturers, 3) involvement of international students in university social life. KemSU takes a variety of measures to involve international students in the social life of the university as well as the city and the region. The research has shown that there is no need in much effort aimed at correction of students’ interaction in poly-ethnical student groups. However, it is necessary for the university staff to take regular measures directed at developing and maintaining interethnic tolerance. At the same time the research has revealed the difficulties in the interaction of international students and teachers in the process of classroom work. Therefore, it is essential to develop and implement the models of pedagogical interaction to improve the process of teaching and learning in poly-ethnical university environment. | 481 | The appeal to the problem of using digital educational resources in the academic discipline «Physical Culture» is associated with the need, in connection with the epidemiological situation in the world, to transfer the educational process to the online and blended learning format. Of course, the translation process began much earlier, thanks to the project “Modern Digital Educational Environment” [1], which was implemented from 2013–2020 as part of the state program “Development of Education”. Despite this, specialists in physical culture and sports of non-physical culture universities insisted that “physical culture” has a purely applied nature and cannot be carried out in a blended learning and, moreover, in an online format. At the same time, each of us understands that to engage means to act. There is no action without motivation, positive emotions and attitude. All this forms a readiness for action. Readiness is not formed without a cognitive component and an operational – activity component, that is, without a cognitive component. Consolidation of the acquired knowledge in practice, which is associated not only with motor activity, but also with other components of physical improvement. Drawing a conclusion from the above, we can say that the theoretical block of the discipline “Physical Culture” is important and its implementation is possible in an online and blended learning format. The problem of introducing digital educational resources into the process of mastering the discipline “Physical Culture” is considered. The analysis of Internet sites, applications and programs most often used by specialists in the educational process is presented. The relevance of the use of mixed learning in the development of the discipline “Physical Culture” has been revealed. A survey of physical education teachers was carried out, during which the negative and positive effects of the use of Internet technologies in the classroom of both practical and theoretical blocks of the discipline were determined. Recommendations are given to improve the effectiveness of studying the discipline in a mixed and remote format. Conclusion: when studying the discipline “Physical Culture”, the possibilities of using various digital educational resources are limitless; because they allow you to master the discipline in a mixed and remote format, design individual educational routes, independently increase the level of cognitive activity and readiness for physical self-improvement. At the same time, we believe that the best option would be to create a systemically organized virtual educational health-saving platform that will allow students to effectively build their own health-saving educational space. It should be a world where you can find everything about physical improvement and even more: materials of lectures and seminars in free permanent access, online courses, webinars, training simulators and online constructors, testing applications, a virtual library, useful articles, video classes, various applications, and messengers for feedback. | 482 | The article considers the issue of implementing a national project that is of enormous importance for the state and for every person, as it is associated with the formation of human capital in the new reality of modern development of society, where the most important competencies are the ability to think unconventionally and creatively, the ability to logically build a chain of reasoned evidence, the ability to work in a team and hear the opinions of others and analyze them. The project covers almost all aspects of the educational process, but has undergone changes that, from our point of view, are not optimal, since one of the projects within the overall project is the most important, since it directly concerns the closest environment of the student-this is a teacher who, from our point of view, is the basis of the educational process and should have a separate project with clear and adequate goals, tasks and financial assessment of the teacher’s work The most important unsolved problem remains the problem of further maintenance, repair, and updating of equipment, which should now fit into the framework of the municipal task, which is quite difficult to do with the current algorithm for generating tasks. We consider it necessary to ensure the paradigm of the teacher’s place and role in the educational process as a basic element of the education system, an indispensable factor in the formation of human capital for the development of the economy as a whole. | 484 | The purpose of this experimental study is to summarize and analyze the experience of formation a narrative composition of assembling type in a children’s art school, implemented by adapting the methodological developments of the teacher of Tomsk State Pedagogical University S. P. Lazarev on the painting and graphic composition. The relevance of this study is due to educational aspects related to the study of methods of working on easel narrative composition in children’s art school (elementary level of fine arts education). The stable laws of composition, which have been in force for a long time in the history of fine arts, are universal, and the compositional rules and techniques by which the composition is built can be classified as less stable. The creation of an easel composition is first of all the construction of a single art work, the main idea of which is read clearly and convincing. Teaching of composition in children’s art school has some contradiction: on the one hand, requirements to the quality of students training are constantly growing, on the other hand, approaches in teaching the construction of easel narrative composition remain the same, representing, as a rule, a linear scheme of development of story narrative. The event is depicted in a linear perspective system and does not allow full use of the potential of the students’ fantasy. At present, the methods of teaching easel composition, which create conditions for the development of creative thinking of students, are of particular relevance. There are many approaches to the creation of an easel narrative composition, studied, described and applied by artists: for example, assembling is successfully used in the training of students of specialized universities (including Tomsk State Pedagogical University). The problem is that there is no method of teaching students of art schools an easel narrative composition using an assembling method (conditionally such a composition can be called a narrative composition of assembling type). The description of the principles of working with children on the easel narrative composition of the assembling type within the framework of the studying under the additional pre-vocational program “Painting” can be useful to teachers of art schools, teachers of general education schools, teachers of specialized universities and Secondary Specialized Educational Institutions, as well as artists interested in children’s creativity, participating in the jurying of competitions of children’s works. | 487 | In this article, the authors consider a psychological and pedagogical problem – the possibility of electronic control-monitoring of the dynamics of the development of cognitive abilities of students. At the same time, the cognitive abilities of a person from a psychological point of view are understood as an integral system construction. The cognitive sphere of an individual, according to the authors of this article, is not limited to intelligence, but it is its fundamental component, as well as cognitive abilities, having their own specific functions, form a single system with individual psychological characteristics. This is the methodological position of the authors of the article. Special attention is drawn to the conceptual construct of the text presented. It is emphasized that an interdisciplinary approach to research can provoke terminological inaccuracy. In this regard, the authors pay close attention to the categorical apparatus, the correct interpretation of terms that provide the semantic basis for interdisciplinary research. The article substantiates the need to develop a comprehensive computer program. It is noted that a complex software can provide electronic monitoring and correction of the values of integral psychological indicators of the formation of cognitive functional connections in the psychological structure of the cognitive sphere of students’ personality in real-time mode. | 488 | The definition of the concepts of creativity is given, methods of using three-dimensional modeling used in the visual arts and science are given, taking into account the latest data in this field of activity. The research material was the work of various authors in the field of the development of creativity and creativity, as well as the materials of researchers in the field of three-dimensional modeling. Their use made it possible to study the ideas about the development of creativity in younger students. In the creative process, the productive and reproductive components of thinking have a direct connection and the ability to move from one to another. Thanks to this, the evolutionary ability of intelligent systems can be provided, as well as the ability to reproduce, analyze and design, since any complex system develops on the basis of contradictory properties. Imagination is intermediate between perception, thinking and memory. The peculiarity of this form of the mental process lies in the fact that imagination is peculiar only to people who are able to modify the world around them, change reality, and also create something innovative. Today, the use of modern advances in computer technology is freely distributed in many areas. In order to develop a person’s creative thinking, the use of computer technologies, including 3D modeling, plays a significant role. It can be noted that the need to develop creative thinking through 3D modeling is due to the fact that information technology will bring benefits in the field of national education. On the basis of the analyzed theoretical base, a system of tasks has been developed, including: questions requiring creative activity; simple creative tasks at the reproductive level; creative projects for 3D modeling. The inclinations to creativity are inherent in every younger student who needs to initially prepare the child for the search for new ideas and non-standard solutions. | 489 | Theoretical and practical work on the diagnosis of personal achievement results of pupils has a significant impact on the professional development of future teachers. The study of professional formation and development of the teacher is of great interest to researchers. The formation of professional skills of the teacher is considered from the viewpoint of the competence approach. Researchers are studying the formation of common and individual professional competence of the teacher. It can be stated that the study of professional formation of the teacher is quite high. In the process of training students not only learn the essence of professional competence, but also conduct self-diagnosis of their formation. Despite sufficient knowledge of the professional development of teachers, inclusion in the educational process of active teaching methods, students experience certain difficulties in practice, which are not visible in the classroom. Organization of corrective seminar after the practical training allows to detect issues and to organize activities to eliminate them. One of such challenges is the diagnosis of personality results of students. The formation of professional competence of students of pedagogical universities was facilitated by familiarity with a variety of personal outcomes of students of General education, with methods of diagnosis by different authors and using different diagnostic techniques. During the training of students within the framework of the correctional seminar, it was noted that the level of professional competence of future teachers has been raised. The students appreciated the seminar, and the expressed wishes not only continue, but also expand the subject. | 490 | The modernization of society raises issues of training personnel with developed innovative potential. In this situation, the issues of studying the specifics of the innovative behavior of the individual, the development of the innovative potential of students in the context of professional education are relevant. The study of innovative potential and innovative human behavior is based on an activity-based approach in psychology. Innovative activity creates favorable conditions for the development of personality, the effective use of internal potential. In innovative behavior, a person realizes his “actual potentiality”, the ability to transcendence, and personal growth becomes an actual state. For the development of the innovative potential of the individual, it is fundamentally important to develop the worldview of the individual, tolerance to uncertainty, and the need for self-realization. The problem of initiating innovative behavior is of great interest today. For modern pedagogy and psychology, the task of forming and developing a personality focused on innovative behavior is currently becoming urgent. Although the concepts of “formation” and “development” are close, the development process is still more significant in this issue, since it involves subjectivity, human activity. Currently, a promising model in the preparation of a modern specialist is a model of professional selfdevelopment, where the emphasis is on the internal activity of a person, the need for selfrealization. A necessary condition for the development of innovative potential is the educational environment, where a person is included in the cultural ties of society. The educational environment should contribute to the formation of an innovative culture of students, create a single and holistic process of innovative training of specialists. | 491 | The article focuses on the effectiveness of traditional assessment tools applied in higher education for teaching generation Z, considering the fact that the new generation of students has its own characteristics, including increased anxiety and lack of long-term forecasting skills. These features, combined with the intuitive use of the Internet, reduce the effectiveness of traditional written tests, giving way to more interactive methods. The authors suggest a number of modern tools suitable for the formative and summative assessment in both classroom and remote learning, highly demanded during the pandemic: Quizlet multimedia cards, Learningapps small interactive modules, the Edpuzzle platform for video files, online testing services of Kahoot! and Class Marker, as well as Mentimeter interactive presentations service. The indisputable advantage of the listed applications is their intuitiveness, and therefore they do not require long training for using them, and they also can reduce the time spent on the preparation and evaluation of students’ tests. The proposed interactive assessment tools imply an active use of smartphones by students and have a positive effect on their motivation, help them form a proper idea of their own progress and integrate digital technologies into the educational process, which in itself is already a priority for the modern education system. | 494 | The article raises the issue of mental health and the family as the foundation of society and social development of the individual. Comprehensive study of the issue adequately meets urgent needs of a wide audience of clinicians, psychologists, teachers, therapists. The author notes that the evaluation of the psychogenic factors that underlie most psychopathological personality disorders and the neurotic register becomes extremely relevant for psychology. Mental health depends largely on the structure and content of micro social environment, but not on the family: every social stratum has its social and ethical standards, which define mechanisms of personal response and contribute to the prevention of mental maladjustment, which, in turn, indirectly shows the level of the individual, family and social welfare. The conclusion is that the mental health of the person, the individual and the family as a whole is harmed as a result of complex social processes of our time: pressure of economic insecurity, rise of ethnic conflicts, distortion of human relations. One of the main features of the problem of family mental health, according to the author is a multifactorial nature of the pathological, destructive impact on the family. It is a multilateral (psychological, social, natural-scientific) comparison of the leading mechanisms of behavior in everyday conditions, and in becoming more and more frequent emergency extreme circumstances should look for ways to create new modules of perfect, harmonious, balanced person and the family as a social basis of a healthy society. This allows, first, to come close to the most important tasks of studying clinical and sociogenic pathomorphism psychogenic illnesses and social dysfunction; secondly, to increase the multicast of the raised issues (by references to «related» universal problems); thirdly, to bring to problem solving both the experienced skilled researchers and young student audience, social workers, educators, psychologists and young doctors; finally, the integration of the latest knowledge in the field of a comprehensive treatment and prevention process is “multifaceted” and rapidly changes psychogenic patterns. | 496 | The article aims at investigating methodological support and method of conducting for pilot projects in education. The example under consideration is the research of managing the cooperation between public adult associations and traditional educational institutions. The methodology of pilot studies is closely connected with the concept of the study and its theoretical framework. The purpose of the article is to consider ways of using pilot projects (pilot stages in research, pilot online surveys) in the research of managing the cooperation between public adult associations and traditional educational institutions. Research methods included various types of theoretical analysis, interpretation, experimental and diagnostic methods of collecting and processing empirical data. Authors of the article base their research on the concept of cooperation in social philosophy as a basic category of modern theoretical thinking, which explores the notions of simultaneity and bi-directionality – two essential characteristics of the mutual influence of interrelated objects aspiring to achieve a common goal. Pedagogical theory treats cooperation as one of the factors that can increase the efficiency of the upbringing and the socialization process of an individual. The educational potential of public adult associations and ways of using it are viewed in the context of the theory of civil society development. This theory takes into account such important aspects as managing this cooperation, organizing the research of this socio-cultural phenomenon, determining its content, characteristics, forms, ways and effective cooperation models. Pilot projects play an important part in research of socio-cultural phenomena. While being essentially experimental, they assist in gathering empirical data, verifying hypotheses and planning various stages of the research. They contribute to new guidelines for event management (the roadmap including stages and actions necessary to achieve the objectives of the proposed research). The article investigates ways of using pilot online surveys and their monitoring in order to find solutions in the field of research of the cooperation between public adult associations and traditional educational institutions. | 2204 | |||||

| 498 | The article presents the results of the analysis of teachers’ participation in the discussion on topical problems of Russian education - the experience in the application of the Federal state educational standards of General education. Theoretical approaches to the concept of involvement are considered, the methodology of its study on the material of teachers’ statements in the process of monitoring the application of standards on the Internet portal “Public examination of normative documents in the field of education” is substantiated. The analysis of the materials showed the nature and degree of involvement of teachers depending on the level of education, the requirements of the relevant section of standards, and also identified resource aspects of involvement that teachers are ready to use in the discussion as indicators of activity and internal motivation. The main problems are called the following: methodical support of implementation of the standards; material and technical conditions for the implementation; taking into account of individuality; implementation of programs for remedial work; design and organization of educational activities. The greatest involvement of teachers was evident in the discussion of standards of General education. The discussion of the application problems has found intellectual, expressive, instrumental aspects of involvement. The expressive nature of involvement is more often recorded, that is, teachers share their experiences, emotionally describe difficulties. Comments to problems’ solutions they leave much less often and almost do not offer specific solutions, that indicate a weak expression of the instrumental component of involvement. | 499 | Implementing the competency-based approach in the education system in the current time is a step forward, it is an opportunity to see in a different way the structure of teaching and the target of the educational process. However, there is the problem of rejection of accepting the approach of competencies by the teaching community. In the opinion of the authors, among the many reasons that lead to inhibition of the introduction of the competence- based approach in real education structure, as more influence we can indicate the following: first, the lack of methods to determine the extent of competence training; second, the absence of a recognized methodology for interpreting the assessment of competence. In this work, we propose a model of the evaluation of a newly trained specialist of pedagogic courses, as the basis in the evaluation was used the quantitative methodology of competencies. The approach consists of several steps: establishing a set of competences, grouping competencies into blocks, quantitative assessment of the degree of competency formation, joint construction of “portraits”, analysis and interpretation of research results. The “indicator” method developed earlier by one of the authors has been applied to calculation of the level of formation of competences in the adapted look. The results of the approval of this model were made on the basis of the tests applied on Russian and Brazilian students. | 500 | The relevance and heuristic value of the article lies in the fact that the materials presented in it will give reason to researchers, scientific supervisors of graduate students, organizers of science and the graduate students themselves to understand how to ensure the highest productivity of training highly qualified personnel, to increase the prestige of research activities. The problem of a modern graduate student is not that he is not able to generalize well-known materials and that he cannot offer something new in his field of knowledge, but how to check the effectiveness of what is offered as organically «fit» theory into experimental designs. Simply put, how to build a relevant experiment. It is in this that the main value of the materials presented in the article is seen, which will help the subjects of this process most reasonably approach the choice of approaches to the organization of postgraduate training, methods and techniques of experimental research, building its content and presenting the results. The subject of the work is the mechanisms (approaches, methods, means) of studying the readiness of graduate students for research activities in the context of scenario-event organization of the educational process. The novelty of the work is that it shows how one of the main components of the productivity of postgraduate training – readiness for research activities can be qualimetrically evaluated by measuring three components: the level of selfrealization; motivation and formation of relevant competencies. The practical significance of the work is seen in the application of scenario approach models to the preparation of graduate students and the incorporation of various «events» into these models, in the systematic construction of the main stages of the experimental work and the interpretation of its results for each of the measured parameters. Keywords: research activity, readiness for self-realization, motivation, the formation of research competencies, scenario-event organization of the educational process in graduate school | 2203 | |||||
